Invitation to Tender for the Under-listed Projects Provided for in the 2014 Budget

1.0     Introduction

1.1     Electricity Management Services Limited (EMSL), a parastatal under the Supervision of Federal Ministry of Power, is desirous of executing projects approved under the 2014 Fiscal Year Appropriation by the FGN.

To this end, EMSL in accordance with the Public Procurement Ad 2007; hereby invites competent- reputable and interested firms to Tender for the Procurement of the following Works as specified below:

Works    

2.0     General Criteria

1. Evidence Company Registration with Corporate Affairs Commission (CAC).
2. Evidence of Tax Clearance Certificate for the 2011, 2012 and 2013 ending in December 2014.

iii.      Evidence of VAT Registration and Remittance.

1. Evidence of compliance with the industrial Training Fund Amendment Act. 2011 by inclusion of Compliance letter from the industrial Training Fund.
2. Evidence of Certificate of compliance with PENCOM.
3. Comprehensive Company Profile.

vii.     Verifiable Evidence of Experience in at least three (3) jobs of similar nature and complexity successfully completed or currently being executed, with letters of Contrast Award, Completion Certificates and Inspection Certification Certificates where applicable Note that Award Letters are subject to verification.

1. Financial Capacity Profile of the company and Banking Support.

ix.      Submission of three (3) years Audited Account for 2011, 2012, 2013; and

1. Evidence of Registration of firm with relevant Professional Bodies.

3.0     Specific Requirements 

i.        Proposed pole manufacturer’s technical details, Brochure and Certificate of Pole Manufacturing as certified by FMoP/EMSL; and

1. Evidence of Ownership or access to lease of relevant Equipment, Machineries etc.

4.0     Collection of Tender Documents

For Tender Documents collection, interested companies are expected to pay a non-refundable tender fee of N20,000.00 in bank draft issued in favour of Electricity Management Services Limited for each of the lots.

5.0     Submission of Tender Documents

Completed bid documents should be enclosed in two separately sealed envelopes labeled “Technical” and “Financial” (One original and two duplicates) (2 envelope system) both put in a bigger envelope clearly marked at the right hand corner indicating appropriate project title and lot number and name of bidder clearly written at the reverse side and addressed to:

6.0     Closing and Opening of Bids

Submission of Bids closes on Monday, 8^th September, 2014 at 11:00 am. The submissions will be opened same day immediately after the closing time at the same address above.

7.0     Further Information

1. This advertisement shall not be construed as a commitment on the part of EMSL to appoint any contractor nor shall it entitle any contractor submitting documents to claim any indemnity from EMSL.
2. No representative or agent should bid for or on behalf of any firm as the client shall not discuss or deal with any third party.
3. Electricity Management Services Limited (EMSL) reserves the right to verify and authenticate any claim by firms. Prospective firms should therefore include in their submissions necessary authority for verification; and

iv.      For bidders bidding for projects in the North Eastern geopolitical zone, it is required that they present a formal undertaking that they are capable of working in the area.

All bidders or their representatives, relevant professional bodies and NGOs are invited to witness the public opening of Bids.
