Invitation to tender for the Execution of 2014 Capital Projects
- Introduction
The National Obstetric Fistula Centre, Abakaliki, proposes to undertake the procurement of various Goods and Services under the 2014 Capital Budget.
In compliance with the Public Procurement Act 2007, the Hospital therefore invites interested, competent and reputable Contractors with relevant experience and good track record to submit documents necessary for consideration for the execution of these projects.

- Procurement of Medical Equipment:
Lot 1: Supply/ Installation of Anaesthetic Machine and Training
Lot 2: Supply/Installation of Hysteroscope and Training
Lot 3: Supply/Installation of Operative Laparoscope and Training
Lot 4: Supply/Installation of Theatre Equipment and Training
Lot 5: Supply/Installation of Colposcope and Training
Lot 6: Supply/ Installation of X-Ray Machine and Training
Lot 7: Supply/ Installation of Utra Sound Machine and Training
Lot 8: Supply/Installation of Laboratory Equipment and Training
Lot 9: Supply/Installation of Clinic and Wards Equipment
Procurement of E-Library Facilities
Lot 10: Supply/Installation of E-Library Facilities and Training
Procurement of Office Furniture and Fittings
Lot 11: Supply/Installation of Office Equipment
Lot 12: Supply/Installation of Office Fittings
Lot 13: Supply of Office Furniture
Lot 14: Equipping of Stores
Mandatory Requirements without which a Bidder shall be Disqualified:
Protective bidders are required to submit the following documents:
- Certificate of Incorporation/ Evidence of Registration with the Corporate Affairs Commission.
- Evidence of Certification /Exemption from PENCOM in accordance with the Pension Reform Act, 2004 including evidence of remittances of Employees Pension Contributions/ Deductions.
- Evidence of Tax Clearance Certificates for the last three years corresponding to declared turnover
- Evidence of VAT Registration with TIN No and past remittances for the last 3 years.
- Evidence of contribution/Remittance of 1% of Annual Total Emolument accrued to members of staff of the company payable to ITF.
Other Requirements:
- Company Audited Accounts prepared by a reputable Chartered Accounting firm for the last three years showing annual turnover.
- Evidence of Technical Capability and list of registered professionals where applicable.
- Verifiable list of similar jobs successfully executed in the last three years including letters of award of contracts, project costs, job completion certificates and payments (please provide contact addresses of the Clients who may be contacted for reference).
- Evidence of Financial Capability to execute the Projects (Bank Guarantees from reputable banks will form part of the. evaluation criteria).
- Manufacturer’s Authorization from the approved Manufacturers listed in the Policy for Procurement/ List of Manufacturers and Equipment Handbook (for medical equipment).
4. Collection of Tender Documents
Tender documents are obtainable from the Office of the Secretary of the Tenders Board Room 04 on presentation of a copy and original receipt of non- refundable Tender fee of N20, 000.00 (Twenty Thousand Naira) Bank Draft issued in favour of National Obstetric Fistula Centre for each lot.
- Submission of Tender Documents
- Completed Technical and Financial proposals (three sets of hard copy and 1 soft copy) shall be submitted in two different sealed tamper proof envelopes and labeled ‘Technical Proposal” and “Financial Proposal” respectively, and both placed in a third envelope. All the 3nos. envelopes should bear the “Project Name” and Lot No. at the Top Right Hand Corner of the Envelope and addressed to:
Medical Director.

ii. The documents should be deposited in the Tender Box at the address above. Company name should also be written at the reverse side of the envelopes.
6. Closing of Date for Submission of Tender Documents
Closing time for all submissions shall be on or before 25th August 2014(six weeks from the date of this publication) at 12.00noon prompt. Late submissions shall not be entertained.
- Opening of Bid Documents:
Technical Bid Documents shall be opened in public immediately following the deadline stipulated for the submission of bids at the conference hall of National Obstetric Fistula Centre, 86 Abakaliki-Enugu Expressway, Abakaliki, Ebonyi State while the Financial bids of the qualified companies shall be opened same day after the evaluation of the technical bids.
