Expression of Interest for Implementation of the National Integrated Infrastructure Master Plan(NIIMP) at National Planning Commission.
PROJECT BACKGROUND
The National Planning Commission was directed by the Federal Executive Council (FEC) to coordinate the development of the National Integrated Infrastructure Master Plan (NIIMP) for a 30-year period. The Commission coordinated the process for the development of the NIIMP, which is being finalized. The draft NIIMP implementation plan outlines required short, medium and long term measures to be taken to ensure the smooth take-off and effective implementation of the NIIMP, and optimize the impact of the NIIMP on the economy. It is in view of this that the Commission is requesting proposals from pre-qualified firms to serve as Consulting firm(s) for the purpose of providing technical support in the implementation phase of the NIIMP.
The primary objectives of engaging the Consulting firm(s) are to provide technical support to the Commission with respect to:
a) building consensus on short-term actions required for the successful takeoff and implementation of the NIIMP;
b) strengthening the capacity of Federal MDAs and the sub-national entities in the implementation of the NIIMP; and
c) creating momentum for addressing structural issues needed to sustain impact of the NIIMP on the Nigerian economy and people.
SCOPE OF WORK
The selected firm(s) shall be required to carry out tasks that include but are not
limited to the following:
a) edit and print copies of the approved NIIMP for official Launch;
b) develop a Governance/Institutional Framework for effective implementation of the NIIMP;
c) develop an appropriate Legal Framework and provide support to ensure the effective implementation of the NIIMP;
d) support the establishment and smooth take-off of the key institutional structure for effective coordination of NIIMP implementation;
e) develop and facilitate the implementation of the NIIMP Communication
f) develop a Capacity Development Programme with an Implementation Strategy to maximize support of International Development Partners and the Private Sector; and
g) support the development and optimization of structured forums for public-private dialogue to generate investment interests in NlIMP’s priority projects.
PRE-QUALIFICATION REQUIREMENT
Prospective firms should submit an Expression of Interest (Eol) detailing the
following pre-qualification information:
• Profile of firm/consortium including evidence of legal existence, ownership structure, key permanent staff and full contact details;
• Tax clearance certificate and VAT certificate (last 3 years);
• evidence of qompliance with National Pensions and Industrial Trust Fund contributions .as contained in the Bureau of Public Procurement (BPP) Act 2007;
• Track record of not less than 10 years with detailed cognate experience related to infrastructure planning and development; and
• Copies of unabridged financial reports for the last 3 years.
SUBMISSION OF EXPRESSIONS OF INTEREST
The Eol shall be in English and must be submitted in three (3) hard copies in a sealed envelope clearly marked “Expressions of Interest for the Provision of Technical Support for the Implementation of the National Integrated Infrastructure Master Plan”.

Only pre-qualified firms will be issued detailed Request for Proposals.
