Request for Expression of Interest
The MTN Nigeria Foundation (MTNF) Limited by Guarantee (MTNF) was established by MTN Nigeria Communications Limited, in July 2004 to drive its Corporate Social Investment (CSI) initiatives aimed at improving the quality of life in communities across the country.
Project Description and Location
MTN Foundation, through the MTNF EyeRIS Project, seeks to contribute to the reduction of the incidence of preventable blindness in Nigeria. This is the 2nd phase of the project and it will be implemented in 6 States across the 6 geopolitical zones of Nigeria.
Project Objectives
The objectives of the MTNF EyeRIS project include:
- To screen individuals for cataracts and other ocular diseases
- To increase the total number of cataract surgeries in Nigeria by 12,000
- To distribute a total of 12,000 reading glasses to screened patients with presbyopia
- To distribute a total of 12,000 drug packs to screened patients with ocular allergies/infections
Scope of Work
MTNF, through the MTNF EyeRIS Project will:
- Finance the project in 6 beneficiary states across the 6 geopolitical zones of Nigeria.
- Work with its implementation partner, Eye Foundation Centre for the Prevention of Blindness (EFCPB) and the relevant Federal and State Authorities to provide the following services in each beneficiary state:
- Conduct a public awareness campaign about cataracts and other ocular diseases;
- Screen individuals to identify cataracts and other ocular diseases;
- Conduct 2,000 cataract surgeries on patients;
- Distribute 2,000 reading glasses to screened patients;
- Distribute 2,000 drug packs to screened patients
Special Mandatory Requirements
MTN Foundation now invites submission of Expressions of Interest from State Ministries of Health who are interested in being short-listed for consideration. To be considered as a beneficiary of the MTNF EyeRIS Project, each State Ministry of Health primarily shall provide the following:
- A written justification articulating the basis on which the State shou ld be considered for the project. Justification should cover the following:
- Statistics of current local ocular disease prevalence, trends and other relevant data analysts
- Current State budgetary provisions to respond to 1 a above and clearly identified gaps
- List of anticipated stakeholders (such as Community leaders, Local Government Primary Healthcare Directors etc.) for the success of the project d Relevant past experience (if any) showing the State’s involvement in similar interventions.
2. A Letter of endorsement from the State Governor indicating support for the application by the State Ministry of Health and eventual implementation of the MTNF EyeRIS project if selected.
- A signed letter from the Permanent Secretary, State Ministry of Health and the Commissioner for Health endorsing the application from the State Ministry of Health. The letter must contain the following:
a. Address of State Ministry of Health;
b. Full Name, addresses, telephone numbers, email addresses and/or fax numbers of two contacts from the State Ministry of Health as Project Liaison persons;
- An undertaking to provide the following for the medical mission/intervention;
- Space for Screening Exercise: A large fenced space with canopies or large hall, able to accommodate a minimum of 1,000 people at any point in time for the duration of the intervention
- Tables and chairs for the screening exercise
- Operating Theatre: A structure within or adjoined to the screening space (e.g. hospital theatre, large conference room, events centre etc.) with minimum dimensions of 88ft x 50ft, with functional air-conditioning, water supply to be used as an operating theatre, all subject to inspection
- A standby functional generator and diesel supply to be used at the Operating Theatre for the duration of the intervention
- Minimum of eight (8) Surgical beds for use within the Operating Theatre for the duration of the intervention
- 5 Administrators/Record Officers to work with the project team for the duration of the medical mission/intervention.
- Buses to transport the recipients to the location of the project
- An Undertaking to provide, adequate security for the project equipment, project consultants “medical-personnel, and other volunteers at each intervention site;
- An undertaking to provide advocacy support by engaging the local communities to brief them about the intervention as well as ensure community enlightenment through the various state mass media channels (eg. Television and Radio)
- An undertaking to sign a Multi-party Memorandum of Understanding (MOU) to be executed by the State Ministry of Health, MTN Foundation and the Project Implementing Consultant before implementation of the MTNF EyeRIS Project
NEXT STEP
On receipt of Expressions of Interest from the State Ministry of Health, the MTNF shall evaluate and shortlist qualifying states for further consideration.
