1. Introduction
TOTAL Upstream Nigeria Limited (TUPNI) invites interested and reputable indigenous contractors with suitable equipment and relevant experience to apply to be considered for inclusion in the tenderers’ list for the subject tender.
2. Brief Description of the Work Scope
Successful Contractor shall provide for Company’s sole use:
- 1 large sized twin engine helicopters
- 1 base at Lagos and Port Harcourt including all associated heliport services: terminal for passenger and cargo handling, refueling facilities, maintenance facilities with appropriate hangar.
At least, the type of helicopter shall comply with the following requirements:
- None of the helicopters shall be aged more than 10 years at the start of the contract
- Helicopters equipment level shall comply at least with Instrumental Flying Rules (IFR) in Offshore and Onshore environment
- Sufficient endurance to carry out direct flight from Lagos to OML 130, including alternate to Port Harcourt (approx 400 Nm)
- A minimum configuration of 16 passenger seats
- A maximum take-off weight (MTOW) more than 7 tons.
Both helicopters shall be operated and maintained by sufficient, experienced and dully qualified personnel in accordance with international standards.
Contractor shall demonstrate his capacity to provide a relevant back-up helicopter in case of breakdown/unavailability
The helicopters shall be mainly used for passenger and small cargo transport but shall be operated for Medevac at night and day when requested.
Contract duration:
- 2 years + option for 1 year extension
- Commencement date: Q3 2015
3. Mandatory Requirements
- To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the 3.08.03 – Air Transport Services of Passengers and Freight category A, B, C and D in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).

Tenderers should note that they will be requested to give full details of their relevant strategy to ensure that they fully comply with the Nigerian Oil & Gas Industry Content Development (NOGICD) Act, 2010 during the technical tender stage as non-compliance will constitute a fatal flew in alltender evaluations.
In line with the above, tenderers will be required to ensure that information on the following, among others, is included in their technical submission:
Demonstration that their entity is a Nigerian registered company by submitting certified true copies of CAC forms 10,02 & 07 (or its equivalent: CAC 2.3, 2.4, 2.5, etc) including company memorandum & article of association and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
Provide detailed description of the location of in-country committed facilities & infrastructure (assets, equipment, chemical storage facilities, laboratory, etc) in Nigeria to support this contract or submit a credible and verifiable plan towards setting-up to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries or submit a credible and verifiable plan towards compliance to these requirements.
Submit the detailed description of facilities and infrastructure in Nigeria with evidence of ownership and location in-country
Evidence (list of personnel and positions with organizational chart to substantiate) of percentage of key management positions held by Nigerians and the percentage of Nigerians in the total workforce.
Tenderer’s corporate organization’s overall human resources structure (management, supervisors, senior & junior skilled officers, etc) identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationalities.
Percentages of the skilled manpower and labour including key personnel that will be positions for Nigerian nationals and the percentage that will be positions for other nationalities for this contract in order to maximize the utilization of Nigerian resources on the contract in line with government policies.
Positions that would be occupied by Nigerians and the positions to be occupied by other nationalities (include as a table the list of all skilled positions & key personnel and identify their manning nationality).
Project-specific training plan, man-hour budget, skill development and technology transfer plan for Nigerian personnel or indigenous business including evidence of past performance on training and development for Nigerian nationals & and indigenous business. Plan for sponsorship of Nigerians to acquire competence and/or certification and further development of local employees as professionals.
5. Closing Date
Only tenderers who are registered with NJQS Product/Category 3.08.03 – Air Transport Services of Passengers and Freight Category A, B, C and D by 22nd July 2014 being the advert close date shall be invited to submit Technical Bids
6. Additional Information
Full tendering procedure will be provided only to contractors that have been successfully pre-qualified in NJQS
This advertisement shall neither be construed as any form of commitment on the part of TUPNI to award any contract to any company and/or associated companies, sub-contractors or agents, nor shall it entitle pre-qualified companies to make any claims whatsoever, and/or seek any indemnity from TUPNI and/or any of its partners by virtue of such companies having been pre-qualified in NJQS
All cost incurred in registering and pre-qualifying for this and other product/service categories in NJQS shall be borne solely by the suppliers.
The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review only technically and financially qualified contractors will be requested to submit commercial offers.
TUPNI will communicate only with authorized officers of the pre-qualifying companies and not through individuals or Agents.
