Invitation for Submission of Pre-qualification Proposal for Award of Contracts for Erosion and Flood Control Projects
1.0 Introduction:
1.1 Ecological Fund Office is under the Office of the Secretary to Government of the Federation, located at three Arms Zone, Shagari Complex, Abuja, The Office, in pursuance of its statutorily responsibilities, Intend to utilise part of its 2014 Ecological Fund and therefore, invites competent, qualified and well-structured companies with proven capability in the construction industry to submit proposals for prequalification for the under listed projects.
1.2 Project Lot, Title and Location
LOT 1: Gully Erosion Contra at the Skills Acquisition Centre, Nakande, Cross River State
LOT 2: Soil Erosion, Flood Control and road improvement works at the Federal College of Education, Eha-Amufu, Enugu State;
LOT3: Land Reclamation and Flood Control works at Ama Nene and Ama Joab, Andoni, Local Government Area, Rivers State;
LOT4: Erosion Control and Road Improvement works within Igbo Ukwu, Anambra State;
LOT 5; Otukpo-Utonkon Road Erosion Control works, Benue State;
LOT 6: Gully Erosion Control works, Ogbomosho, Oyo State;
LOT 7: Gully Erosion Control works at Ado-Ekiti, Ekiti State;
LOT 8; Supply and Installation of Medical Waste Incinerator, Port Harcourt, Riv6rs state
LOT 9: Effluent Treatment of Industrial Wastes, Kano, Kano State;
LOT 10: Waste Disposal Trucks, (Supply location: Ife, Gombe, Yola); and
LOT 11: Investor on Integrated Municipal Waste Project, Otta, Ogun State.
2.0 Eligibility of Bidders
2.1 Interested bidders are required to submit their company’s profile along with the following information in support of their prequalification bid:-
i. Evidence of incorporation with the Corporate Affairs Commission;
ii. Evidence of particulars of Company Directors and Annual Return to Corporate Affairs Commission;
iii. Evidence of VAT Registration;
iv. Evidence of current Tax Clearance Certificate for the last three (3) years with Tax Identification Number (TIN);
v. Evidence of current Pension Clearance Certificate issued by PENCOM for participation in the Contributory Pension Scheme;
vi. Evidence of current Certificate of Compliance issued by foe Industrial Training Fund (ITF) for ITF Contribution Scheme;
vii. Audited Account of the Company for the last three (3) years duly endorsed by a firm of Chartered Accountants;
- Verifiable documentary evidence of similar jobs successfully executed/on-going within the least three (3) years; (Attach letters of award, completion Certificates, etc).
ix. Evidence of technical capability: Verifiable evidence foal foe bidder has the requisite equipment required to execute the project under consideration
x. Evidence that the company has relevant and experienced professional manpower required for the execution of the project under consideration (relevant professionals certificates e.g. COREN to be attached);
xi. Evidence of verifiable financial capability : Evidence of working capital and capability to finance substantial part of the project directly or through a credit facility which must be supported by documentary evidence and to be confirmed by a reputable Bank in Nigeria;
xii. A sworn Affidavit that the Company is not in receivership/bankruptcy and that none of its Directors has been convicted for any criminal offence relating to fraud, financial impropriety, misrepresentation or falsification of ads relating to any matter
- Original copies of documents listed in (I) – (v) above may be requested for sighting.
3.0 Method of Submission
All documents for prequalification in respect of the four (4) lots must be submitted in separate envelopes clearly marked ‘prequalification’ for Lot (Specify relevant lot of interest) and return on the dates specified for closing in below to the
Secretary, Tenders Board, Office of the Secretary to the
Government of the Federation, Room
SF11, Second Floor Main Building,
Shehu Shagari Complex, Three Arms Zone, Abuja.
4.0 Closing of Opening
4.1 Closing date for the submission of prequalification documents is Tuesday, 110th June, 2014 by 12.00 noon
4.2 Opening of prequalification Documents for the four (4) shall be opened on Tuesday, 10th June, 2014, by 12.00noon at the Conference Hall, Ground Floor, Office of the Secretary to the Government of the Federation, Shehu Shagari complex, Three Arms Zone, Abuja.
General Information
i. Contractors seeking any clarification should contact the Secretary Tenders Board, Office of the Secretary to the Government of the Federation, Room SF 11, Second Floor Main Building of Shehu Shagari Complex, Three Arms Zone, Abuja;
ii. All claims made by applicants may be verified and any company whose claims are found to be false shall be disqualified and sanctioned in line with the provisions of the Public Procurement Act, 2007;
iii. Contractors who have worked for this Office and have history of poor performance, abandonment or prolong contract, unsatisfactory performance history/record need not apply;
iv. Non compliance to the instructions will lead to disqualification ;
v. Companies shall not apply for more than one project; and Only pre-qualified bidders will be invited to submit tenders for the respective projects after payment of non-refundable-tender fee of Fifty Thousand Naira (N50, 000, 00).
