1. Introduction
Nigerian National Petroleum Corporation (NNPC) hereby invites interested and reputable contractors with relevant experience, suitable equipment and capacity to tender for the acquisition of 3D seismic data in the Nigerian sector of the Chad Basin covering 1640km2.
Acquisition is schedule to commence in Q3, 2014.
2. Work Scope:
Interested tenderers shall be able to provide 3D seismic data acquisition services meeting the following requirements:
- Volume 1640 sq-km (Terrain is 60% Land & 40% Swamp)
- Acquisition direction To be determined
- Bin Size 25m x 25m
- Energy Source Vibroseis/Dynamite
- Geometry Split Spread/End-on
- Active Receiver Lines 6
- No of active Channels 720 – 1440
- Receivers Geophone/Hydrophone
- Fold 60 (minimum)
- Main Recording Equipment Sercel SN428 or Equivalent
- Sample rate 2ms
- Record length 8s
- Geophones/group 9-18jugs
3. Mandatory Requirements
- To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the 3D Seismic Data Acquisition services 3.10.01 -categories A-D of the NipeX Joint Qualification Scheme (NJQS) data base. All successfully pre-qualified suppliers in this category will receive an invitation to submit a technical tender for the above acquisition survey.
- To determine if you are pre-qualified and view the product/service category you are listed for, open www.nipexng.com and access NJQS with your log-in details, click on “Continue Joint Qualification Scheme Tool”, then on ‘Check my supplier status’ and then click ‘Supplier product group’.
- If you are not listed in the product/service category but you are registered with the Department of Petroleum Resources (DPR) to do business in the Nigerian Oil & Gas Industry, contact the NipeX administration office at 30, Oyinkan Abayomi Street, Ikoyi, Lagos with your DPR certificate as evidence for verification and necessary update.
- To initiate the NJQS pre-qualification process, access www.nipexng.com to download the application form, make necessary payments and contact NipeX office for further action.
- To be eligible all tenders must comply with the requirements of the Nigerian Oil and Gas Industry Content Development Act, 2010. Non compliance shall disqualification from tendering for this opportunity.
4. Nigerian Content Requirements
Tederers are to note that they will be requested during the technical tender to give full details of their relevant strategy to ensure that they fully comply with the Nigerian Oil and Gas Industry Content Act 2010 available at www.nnpcgroup.com and www.nigcontent.com as non compliance will constitute a FATAL FLAW in all contract evaluations.
Respondents should include in their Prequalification documentation, Nigerian Content plans on how to meet the government target.
In furtherance of the directives on this scope, intending indigenous contractors submitting bids directly or in Joint Ventures or any other genuine relationships, must provide details of the interests of each Partner clearly stating their roles for the execution of this scope. Compliance shall require, but not limited to: evidence of significant Nigerian capacity building in infrastructure for example availability of office, training and local support facilities, use of Nigerian professionals-skilled and unskilled personnel to be engaged on this project.
In line with the above, tenderers are required to ensure that information on the following is included in their technical submission, to show the level of compliance with the provisions of the NOGICD Act (2010):
- Demonstration that their entity is a Nigerian registered company by submitting photocopies of certified true copies of CAC registration including company memorandum & article of association and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
- Percentage of the skilled manpower and labour including key personnel that will be reserved for Nigerian nationals and the percentage that will be positions for other nationalities for this contract in order to maximize the utilization of Nigerian resources on the contract in line with government policies.
- Provide a project specific training, man-hour budget, skill development and technology transfer plan for Nigerian personnel or indigenous business including evidence of past performance on training and development for Nigerian nationals and indigenous business. Plan for sponsorship of Nigerians to acquire competence/certification and further development of local employees as professionals.
- Valid DPR permit, Certificate of incorporation and Tax Clearance.
(Lack of complete information and Failure to meet the Nigerian Content requirements will lead to automatic exclusion)
Closing Date
Only tenderers, who are registered with NJQS 3.10.01 3D Seismic Data Acquisition Services product/categories A-D, as at closing date being 16th May 2014, shall be invited to submit technical bid.
6. Additional Information
- Full tendering procedure will be provided only to contractors that have been successfully pre-qualified in NJQS
- This advertisement shall neither be construed as any form of commitment on the part of NNPC/NAPIMS to award any contract to any company and /or associated companies, sub-contractors or agents, nor shall it entitle pre-qualified companies to make any claims whatsoever, and /or seek any indemnity from NNPC/NAPIMS and/or any of its partners.
- All cost incurred in registering and pre-qualifying for this and other product/service categories in NJQS shall be borne solely by the suppliers.
