Assignment Title: Consultancy for the reform of the office of Auditor General of Edo State (External Audit).

The Federal Government of Nigeria has received financing from the I International Development Associations (IDA) towards the cost of the State Employment and Expenditure for Results Project. Edo State is a beneficiary of the credit and intends to apply part of the proceeds to hire a Consulting firm to reform the office of the Auditor General of Edo State (External Audit).
The Consulting firm is required to (i) proper coordination, sequencing, and
facilitation of all reforms and capacity strengthening initiatives as envisaged in the OSAG (ii) to address the weaknesses in the external audit functions by strengthening independence of OSAG staff to comply with international standards as well as existing laws of Edo State (iii) The Consultant will assist the State to modernize and strengthen external audit functions, structures, procedures and performance.
This will include adjusting current legislations where necessary to reflect present realities; and developing the capacity of audit institution and personnel in line with International best practices.
The State Project Coordinating Unit now invites eligible Consulting firms to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
- A firm of chartered accountants or management consultancy with at least 10 years’ experience in carrying out similar reviews at the public sector level.
- Qualified key personnel including professional accountants, ICT specialists with full understanding of design of AMIS, legal specialist with high-end legal draftsman skills – all with at least 5 years’ experience in performing similar assignments in their respective fields of expertise.
- Knowledge of systems and administrative set up
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 Edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
Consulting firms will be selected in accordance with the Consultant’s Qualifications (CQS) method set out in the Consultant Guidelines.
