Request for Expressions of Interest for the Procurement of a Consulting Firm to Design and Install a Mobile M&E System

1. Subsidy Reinvestment and Empowerment Programme (SURE-P) is an initiative of the Federal Government of Nigeria to mitigate the impact of partial removal of fuel subsidy on vulnerable populations in Nigeria. Sure-P is re-investing the “savings” accrued from fuel subsidy reduction into programmes that provide social safety- nets, build critical infrastructures, to improve the lives of Nigerians. The Sure-P National Programmes and Projects are categorised basically into two:
(A) The Social Safety -Nets Programmes, namely:
a. Community Service, Women and Youth Empowerment
b. Maternal and Child Health
c. Public Works
d. Vocational Training; and
e. Mass Transit
f. Culture and tourism
g. Monitoring and Evaluation
(B) Infrastructural Development Projects; namely:
a. Roads and Bridges Programme
b. Niger-Delta Projects
c. Railways
2. In view of the above programmes, it is of critical importance to demonstrate results and outcomes of interventions through high quality and evidence-based program data that will go a long way in informing better planning as well generating optimum buy-in and confidence of stakeholders across levels.
3. SURE-P’s Monitoring and Evaluation Unit is planning to implement a Mobile Monitoring and Evaluation System to enable the unit deliver on its mandate which is to monitor and evaluate execution of the funded projects, including periodic Poverty and Social Impact Analysis (PSIA) across SURE-P. The end product of this implementation is expected to be deployed across all the projects funded by SURE-P. The mobile Monitoring and Evaluation System is expected to provide a central platform hat consolidates projects/programmes data from the two (2) major categories outlined above and make it possible for stakeholders to access resources, share information, and assess the status of each project across the country. The Unit will require the services of a consultant firm for designing and implementing such a System.
4. SURE-P now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. The services will include: (i) Design, Supply and Installation of M&E software for the system’s Mobile Devices and Servers (ii) Data Transmission; (iii) Hardware devices including smart phones, tablets and fingerprint scanners; (iv) Training; and (v) Operations and Maintenance.
5. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff) etc.). The shortlisting criteria are:
a. General experience in design and installation of mobile application software (client) for smart phones and tablet devices and server side application development (server).
b. Specific experience in design and installation of mobile data collection, mobile biometric data capture and M&E software
c. Qualifications of staff
6. Interested Consultants may obtain further clarifications during office hours (8;30am – 5:30pm, Monday – Friday) at the address above.
7. Expressions of Interest must be delivered into the tender box located in the conference room on the 4th floor at the above address on or before 12:00 hours on 10th February, 2014.
