Invitation for Technical and Financial Bids for the Procurement of IPPIS Materials and General Cleaning, Fumigation, Gardening and Maintenance of Federal Secretariat, Phases II and III, Abuja
1.0 Introduction
1.1 The Office of the Head of the Civil Service of the Federation intends to carry out procurement of IPPIS ICT materials and general cleaning, fumigation, gardening and maintenance of Federal Secretariat Office Complex, Phases II and III, Abuja under its 2014 appropriation.
1.2 The Office therefore, wishes to invite technical and financial proposals from competent bidders to carry out the supply and general cleaning, fumigation, gardening and maintenance of Federal Secretariat Office Complex, Phases II and III as follows.
1.3 Supply of ICT infrastructure for IPPIS/HMIS Offices in the MDAs/OHCSF/OSSGF BOF Based on needs evaluation report.
- Lot 1: Supply of Photocopiers, Desktop HP and other accessories
- Lot 2: Supply of Wireless Router, LAN Switches, PC Wireless Cards (D-lines) etc.
- Lot 3: Supply of Office Consumables
1.4 General cleaning, fumigation, gardening and maintenance of Federal Secretariat Office Complex, Phases II and III, Abuja.
- Lot 1: Block A Phase II (Ground Floor to 8th floor including the roof & garden)
- Lot 2: Block B Phase II (Ground floor to 4th floor including the garden)
- Lot 3: Block B Phase II (5th to 11th floor including the roof)
- Lot 4: Block C (Ground floor to 8th floor Including roof & garden roof)
- Lot 5: Car Park Phase II (Basement to 6th Floor including Roof and garden)
- Lot 6: Phase III Ground floor, basement and garden)
- Lot 7: Karu Records Centre, Karu, Abuja.
2.0 Eligibility Criteria:
Bidders are to provide the following as minimum qualification requirement for the project of their choice.
a) Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation; Article of Association; up to date Annual Returns; form C02; and form C07 or Business name.
b) The Company must show evidence of the following:
- Tax Clearance Certificates for the last 3 years (2011, 2012 & 2013)
- Evidence of VAT Registration/VAT Payment Certificates
- Evidence of ITF Clearance Certificate
- Evidence of Pencom Registration and Clearance Certificate
- Evidence of Registration with Health Officers Registration Council of Nigeria (for bidders applying for cleaning services only)
c) Evidence of experience in at least five (5) jobs of similar nature and complexity executed within the last ten (10) years with verifiable letters of contract award and certificates of job completion.
d) Evidence of financial capability (Statement of Account or Turnover) and reference letter from a reputable bank.
e) Detailed company profile with C.V’s of key personnel showing experience and relevant Professional/ Technical qualifications.
f) For Joint Venture, including Memorandum of Understanding.
g) Provide Annual Auditors Report for the last 3 years (2011,2012 & 2013).
NB: Original of documents 2.0 (a-c) above must be produced for sighting on request. Please Note That Submission of Fake Documents is a Fraudulent Practice which is Punishable under the Relevant Laws. All companies will be assessed strictly on proofs of documents submitted
3.0 Collection Of Bid Documents
3.1 Qualified companies shall on written application and payment of non-refundable tender fee of N10, 000 (Ten Thousand Naira) only collect bid documents from the Office of the Director, (Procurement),Office of Head of Civil Service of the Federation, Block B, 6th Floor, Federal Secretariat Phase ii, Abuja.
4.0 Submission Of Completed Bid Documents
4.1 Completed Technical and Financial proposals (Two sets of hard copy and One Electronic copy in compact disk and Microsoft office) shall be submitted, in two different sealed envelopes and labeled “Technical proposal” and “Financial proposal” and both sealed in a third envelope marked “Project Name and Lot No” at the top right hand corner with the bidder’s name on the opposite face of the envelope and addressed to:

4.2 The closing date for submission in respect of the project is on or before 12.00 noon 20th October 2014.
4.3 Qualification documents will be opened immediately same day at the Federal Secretariat, Phase II, Block A, 1st Floor, Atiku Hall. Late submissions shall be rejected.
4.4 Inspection of Federal Secretariat Office Complex, Phases II and III and the Karu Records Center is open to all interested companies on scheduled appointment.
4.5 Only firms whose technical bids meet the minimum qualification requirements would be considered for the next stage.
