Invitation for Expression of Interest (EOI) for the Development and Deployment of Local Content Application in selected USPF Projects across the Country
a) The Universal Service Provision Fund (“USPF”) was established under the Nigerian Communications Act, 2003 by the Federal Government of Nigeria to facilitate the achievement of national policy goals for universal service and universal access to Information and Communication Technologies (ICTs) in rural, un-served and under-served areas in Nigeria.
As set out in its SMP 2013-2017, the USPF plan to promote the development and deployment of local content and applications in order to enhance and facilitate the impact and sustainability of its project nationwide. Consequently, the USPF has set aside funds to achieve this objective.
Against this background the USPF hereby invites all qualified and interested companies to submit Expression of Interest (EOI) to partner with it in this undertaking.
2. Eligibility Criteria
Interested qualified companies are required to demonstrate the following competencies:
A. Specific Condition:
a) Must be a structured company that posses both human and material resources such as equipment, infrastructure and have in place an organized multiple teams to execute the project within the contract period.
b) Must have obtained all necessary approvals from the relevant regulatory body(ies) that are responsible for approval of such content.
c) Must submit to the Fund a verifiable sample of the solution and associated tools for the project.
d) Experience in ICT/software deployment.
e) Experience in operational approaches to network roll-out.
F) Evidence of relevant technical experience with verifiable reference to similar assignment deployed in Nigeria (please attach letters of reference from at least 3 institutions indicating the type and value of work done).
B. General Conditions:
All submissions must comply with the requirements of Public Procurement Act, 2007 and must attach the following:
a) Evidence of incorporation and/or registration with Corporate Affairs Commission. Companies must enclose Certified True Copies certificate of incorporation and form CO7.
b) Submit Certified True Copies of Articles and Memorandum of Association of the Company, which must show that the Company has ICT related activities as part of its objectives.
c) Must have three years Tax Clearance certificates (2010,2011 and 2012).
d) Evidence of Value Added Tax (VAT) registration certificate and past remittances.
e) Audited accounts for the last three years.
f) Provide verifiable evidence of financial capacity to execute the project.
g) Have a proper understanding of telecommunications solutions.
h) Company profile and organizational structure, including names and resume of key personnel and technical staff with addresses, phone numbers and email addresses.
i) Detail evidence of compliance with Pension Act, 2004 including evidence of remittances and ITF contribution.
3. Deadline for Submission of Proposals
The Expression of Interest (EoI) should be submitted in a sealed envelope marked USPF DLC – at the top right corner with name of the company clearly printed on the reverse side of the envelope and must be hand delivered not later than Thursday November 14, 2013 by 5.00 pm to the following address:

b. This advertisement is NOT an invitation to tender as full tendering procedures will be applied ONLY to firms that meet the prescribed specifications above.
c. This publication is for information only, and not to be construed as a commitment or obligation on the part of the Management of USPF.
d. USPF is not obliged to shortlist any firm and reserves the right to annul the process at anytime without liabilities on its pan or proffering any reasons for the annulment.
e. All costs incurred by interested parties in response to this advert or enquiries shall be borne by the firms and not the USPF.
