Expression of Interest (EOI) for Engagement of Consultants
Federal Capital Territory Administration (FCTA), through the Transportation Secretariat, Intends to engage the services of interested, competent and reliable consultants to express interest in providing consultancy services for the execution of the Year 2014 Capital Protects listed below.
A. Department of Administration and Finance
- Capacity Building of Stakeholders on Bus Rapid Transit Programme in FCT
Scope of Work:
Develop training curricular and also provide training services and seminars on Bus Rapid Transit (BRT) planning, operations, regulations and enforcement to staff of Transportation Secretariat and Stakeholders.
- Training and Awareness for Road Transport Workers and users on Environmental Security and Action Against Terrorism in the Six Area Councils
Scope of Work:
Provide Training Services; Organize seminars, Conferences and Study Tours for Licensed Public Transportation Operators, Transportation Secretariat Staff and other stakeholders.
B. Department of Transportation
- Outline Business Case (OBC) for Lot 2 Rail Line
The scope of work includes:
- Survey along the rail corridor
- Provide full project cycle costs, affordability limits, risks, and their costs, optional value-for-money and methods of delivery.
- Evaluate the data collection
- Production of Report
- Traffic Studies
2: Lot I-Parking Study in FCC
The scope of works includes:
- Feasibility study of the on-street and off-street parking lots of the developed areas of Abuja city (Phase I, II & III)
- Identification of study areas in FCC.
- Collection of data for me study.
- Processing of the data for required Information.
- Create database platform with the appropriate software for analysis and production of necessary reports of the study.
- Training of staff on the software application used for the Study.
2: Lot 2-TRIP Generation Study in FCT.
The scope of works includes:
- Conduct of vehicular traffic generated in different land uses of areas within an identified land use in FCT.
- Provision of necessary hardware and software required for the study including traffic counters
- Create database platform with the appropriate software for analysis and production of necessary reports of the study.
- Training of staff on the software application used for the Study
2: Lot 3 – Traffic Assignment in FCT
The scope of works includes:
- Identification of study areas.
- Collection of data for the study.
- Processing of the data for required information.
- Production and submission of Reports of the Study.
- Preparation and submission of reports and bid documents in both soft and hard copies
- Training of staff on the software application used for the Study.
- Sensitization of FCT Residents on Pedestrian Circulation
The scope of Works includes:
- Sensitization of FCT Residents on the effective utilization of Pedestrian Circulation system.
C Department Of Public Transportation
- Training on Traffic Light Appreciation, Maintenance, Traffic Count Techniques and application in Programming of Traffic Light Sequencing.
Scope of Work:
- Traffic Light Appreciation/bask principles
- Traffic Light Maintenance
- Traffic Count Techniques and application in programming.
2. Design of Urban Traffic Control (UTC) & Surveillance System for FCT.
Scope of Work:
i. Feasibility studies of the transportation corridors (Links and Nodes) in FCT including three (3) wings of Nnamdl Azikiwe international Freeways, Black spots etc.
ii. Preliminary Engineering Design of the UTC System
iii. Final Design of the UTC System
iv. Production and Submission of the necessary reports and drawings.
- Abuja Public Transportation Scheme
Scope of Work:
Ridership and Public Transportation Impact Study.
D. Directorate of Road Traffic Services
- Establishment of VIO Model Training Institute
Scope of Work:
- Feasibility study for the survey for the construction of the model driving training institute at Abuja City Centre.
- Provision of a comprehensive engineering design that will lead to the final completion of the project
- Final design for the provision of standard class-rooms store, test-ground and toilet facilities
- Preparation and submission of reports bill of quantity and bid document in both soft and hard copies
2. Sensitization of Stakeholders on the Restrication/Ban on Motorcycles & Tricycle in the FCT
Scope of Work:
i. 2-months sensitization programme on radio & television using fliers and visiting of various motor park in the FCT
ii. On-going meeting with various stakeholders to sensitized them on areas of restriction/ban of the operations in the FCT
iii. Placement of sign post on restricted areas.
iv. To specify the role of various security agencies intackling the problem
v. Preparation and submission of reports to serve as a blue print for operation of the ban order.
3. Security Sensitization of Tricycles & Motorcycle in the FCT
Scope of Work:
- To review the approved areas of operation and restriction of Keke-Napep and Okada in the FCT bearing in mind the security challenges.
- To submit a report in both hard and soft copies of the recommended restricted ban.
- To specify the role of various security agencies in tackling the problem.
- Organize Sensitization of all operation and Stakeholders.
E. Department of Bus Rapid Transit & Transport Regulation
- FCT BRT Scheme: Implementation of BRT Do-Minimum Study and Provision of Infrastructure for Park and Ride Stations and other Related Infrastruture and Training of BRT Personnel.
Scope of Work:
Lot1: Provision of Consultancy Service for BRT Master Plan Including BRT Do- Minimum Study
Lot 2: Feasibility Study and Design of Park and Ride Infrastructure
Lot 3: Training of BRT Personnel
- Transportation Surveys and Studies: Traffic Surveys, Household Surveys, Vehicle Occupancy Surveys, Bus Passenger Surveys.
Scope of Work:
Consultancy Services for Traffic Surveys and Bus Passenger Surveys
- Provision of Transport Service Regulation in the FCT
Lot 1- Consultancy Services for the Development of Regulatory Guidelines for Bus, Para Transit and Parking Operations in the FCT
Lot 2- Consultancy Services for the Development of Transport Repository for the FCT
A. Pre-Qualification Requirements (EOI)
Interested firms are to forward copies of the following documents: –
- Evidence of Registration with Corporate Affairs Commission (CAC), and Articles of Memorandum of Association complete with up to date returns with the CAC.
- Tax Clearance for the last three (3) years (2011,2012,2013) with Tax Identification Number (TIN),
- Evidence of Registration with and up to date (August 2013) remittance of Pension Fund to the National Pension Commission in compliance with the provision of the Pension Reform Act.
- Evidence of up to date (August 2013) ITF contribution in compliance with ITF amendment Act, 2011.
- Companies Audited Account far last three (3) years prepared by a Chartered Accounting Firm.
- Bank statement of the company for the last twelve (12) months and reference letter from a reputable Nigerian Bank (original).
- Company profile showing list of key personnel officers to be used for the project stating their roles, designation, qualification and experience (Enclose duly signed photocopies of professional certificates of the respective officer in blue ink where applicable, please).
- List of verifiable documentary evidences of similar jobs successfully executed or being executed within the last three years in the form of Award letter, Completion Certificate or an Engagement letter.
- List of equipment to be used for the project and their locations. State whether equipment are on lease, hired or owned.
- Sworn affidavit in line with the provisions of Part IV, section 16, sub-section 6 (e-f) of the Public Procurement Act, 2007.
- Evidence of Membership of Professional Training Association.
- Verifiable evidence or previous consultancy experience undertaken in the past Five (5) years including scope of work and value.
- A letter authorizing the Transportation Secretariat to verify claims with relevant agencies and bodies.
B. Submission of the Prequalification/ Tendering Documents:
The submission is to consist of one (1) original and two (2) duplicate copies in a sealed envelope Marked “EOI for the Engagement of a Consultant (Specify Project Title). The sealed envelope should be dropped in the Tender Box at; Akinola Aguda Hall (Tender Office) Archives & History Bereau, No.5, Peace Drive (Beside Agis), Area 11, Garki-Abuja on or before 12.00 noon on 6th October 2014.
C. Opening Of Bids Documents
All submitted EOI would be opened on the same day, immediately after the doting time (12:00 noon) at Akinola Aguda Hall (Tender Office) Archives & History Bureau, No.5, Peace Drive (Beside Agis), Area 11, Garki-Abuja. Consultants or their representatives are expected to be present at the opening. Disclaimer
- This advertisement shall not be construed to be a commitment on the part of the Secretariat, nor shall it entail any bidder to make any claim(s) whatsoever and seek indemnity from the Secretariat by virtue of that bidder having responded to this advertisement.
- Pre-qualified consultants will be requested to pay N20,000.00 processing fee before collecting the Request for Proposal (RFP)
- The Secretariat is not bound to shortlist any consultant, and reserves the right to annul the selection process at any time without incurring any liabilities and assigning any reason thereof.
Successful Consultants will be selected in accordance with the procedures set out in the Public Procurement Act 2007and the Procurement Procedure Manual published by the Bureau of Public Procurement (BPP).
