Expression of Interest/Invitation to Prequalify for Selection as Non-Governmental Organization Sub-Recipient (SR) for Global Fund Malaria New Funding Model
National Malaria Elimination Programme (NMEP), Federal Ministry of Health as a Principal Recipient (PR) is currently seeking Expressions of Interest (EOI) from qualified Non-Governmental Organizations (NGOs) to serve as Sub – Recipients (SRs) to implement grant activities funded under the Global Fund New Funding Model on Malaria. Based on its evaluation of the submitted EOIs, NMEP will invite shortlisted organizations to submit a full proposal on how they intend to implement each specific area of work. The program will cover a two year period of 2015-2016.
Program Goal, Targeted States and Activities
Malaria is transmitted throughout Nigeria, with 97% of the 172 million population at risk. The disease accounts for 60% of the outpatients’ visits, 30% of hospitalizations among children under five years of age (5) and an estimated 225,000 deaths annually (inclusive of 11 % of maternal mortality). In order to comprehensively reduce the high malaria burden, Nigeria developed National Malaria Strategic Plan (2014-2020) which aims at reducing the malaria burden to pre-elimination levels and bringing malaria related mortality to zero. To achieve this, the Government of Nigeria continually seeks collaboration with stakeholders, amongst other strategies. To this end, Nigeria submitted a program concept note to The Global Fund to fight AIDS, Tuberculosis and Malaria and was consequently approved.
The program goal is to re-focus investments on increasing coverage of core services in 24 high burden States accounting for 80% of the National Malaria case load (110 million clinical cases diagnosed annually) between 2015 and 2016. The twenty-four (24) high burden States are namely: Akwa loom, Anambra, Cross River, Bauchi, Benue, Edo, Ekiti, Imo, Jigawa, Kaduna, Kano, Katsina, Kebbi, Kogi, Kwara, Lagos, Niger, Ogun, Ondo, Osun, Oyo, Rivers, Sokoto and Zamfara. Out of the 24 states six states will act as Sub-Recipients (SRs) under the grant. These are: Ogun, Lagos, Imo, Cross River, Kwara and Kaduna and will therefore not be covered by this EOI.
Key program activities that will be implemented by States supported by the NGO-SRs include integrated vector management (mass LLIN campaigns and LLIN distribution using continuous distribution channels), case management (intermittent preventive treatment in pregnancy (iPTp), treatment of severe malaria, including iCCM- in Kebbi and Niger states only) advocacy/communication/social mobilization and program management.
Scope of Work
The SRs will work largely at the State level in order to effectively plan, coordinate and manage the implementation in the states. Service delivery will be the responsibilities of the states.
Specifically, the selected Sub-Recipients (SRs) will do the following:
- Ensure that all key performance indicators with respect to case management, procurement supply chain management, ACSM, and M &E are met in relation to the performance framework of the grant.
- Supervise and support all third party logistics agents contracted in the states to supply all medicines and other health products that the states/Health Facilities will need according to their individual plan and hand them over to the states/Health Facilities as at when due.
- Effectively supervise the state and LGA level project implementation.
- Support capacity building of state and LGA level structures.
- Receive and collate monthly field reports from each of the States for onward submission to the PR on a quarterly
- Timely submission of the PUDR financial and programmatic every semester.
- Give frequent feedback to the States individually and collectively.
- Participate in the quarterly coordination, planning and review meetings with the PR and others
- Participate in the bi-annual comprehensive project review meetings with the PR and other stakeholders.
- Share relevant information and instructions or directives received from the PR with the states.
- Sign an agreement with the PR
A: Eligibility Criteria
To be eligible for consideration, interested organisations must provide the following details;
(a) Profile of the organization, including organization’s certificate of incorporation, physical address, organogram of management structure, ownership (including board membership), and contacts (telephone, facsimile and email):
(b) Profile of management team and members of the Board
(c) Copy of current strategic plan, and details of operating Budget for 20l2, 2013, and 20l4;
(d) Evidence of financial management systems (accounting, internal control, and audited financial statements for the most recent 3 years
(e) Evidence of organization’s current program as well as a documented history of delivering state and LGA level health related services in Nigeria with a budget of up to US$200,000. Evidence should include previous health projects handled, particularly malaria, with details of grant amounts, funding agencies and period of such grants. An experience in Malaria health services will be a clear advantage.
(f) Evidence of the availability of qualified personnel for carrying out the activities listed above.
(g) Evidence of tax payment for the past 3 consecutive years:
(h) Evidence of VAT registration and proof of remittances and/or tax exemption certificate;
(i) Evidence of Compliance with the Provision of the Pension Reform Act 2004.
(j) Evidence of registration with the Industrial Training Fund (ITF) or compliance with the payment of contributions to ITF based on the relevant act.
B: Evaluation and Selection of ing.SR
(a) The Country Coordinating mechanism (in conjunction with NMEP) will constitute a technical panel which will review the EoI and shortlist Applicants to proceed to the next stage of Request for Proposals based on the criteria listed above.
(b) At this stage, a yes’ or no’ qualifier will be used to rate all the points above, and only organisations with a ‘yes’ response against all the points above will be considered. Only bidders who score more man 80% will proceed to the next stage
(c) All costs incurred by bidders as a result of this process and any subsequent requests for information shall be borne by the bidding organizations
(d) Only organizations that satisfy the Pre-qualification requirements will be contacted with Requests for Proposal (RFP),
(e) This advertisement shall not be construed as a commitment on the part of NMEP to appoint any organisation nor shall it entitle any organisation to claim any indemnity from NMEP.
(f) Interested bidders may obtain further information from the physical address between 9:00am – 3:00pm or via e-mail address given below. Such information should be requested not later than 5 days after publication.
Submission of Applications/Closing Date
The code SR/NGO/GFMAL/NFM-14 should be boldly written on the top right corner of the Pre-qualification submission envelope. Name of organisation tendering should also be clearly written on rear of the envelope.
