Ebonyi State Agency for the Control of AIDS (EBOSACA) is a beneficiary of the second phase of the World Bank Assisted, IDA, HIV/AIDS programme Development Project 2 (HPDP 2) facility and intends to apply the proceed of the HIV/AIDS FUND, HAF, component for HIV/AIDs intervention services in Ebonyi State.
The HPDP2 priority areas of focus are based on the State’s strategic plan of 2010-2015, which seeks to deliver a HIV free society in Ebonyi State by reducing the rate of new infections to zero; improving the quality of life of those infected and affected by HIV/AIDS, and mitigating the socio- economic impacts of the epidemic.
Assignment Description and Services
Ebonyi State Agency for Control of AIDS (EBOSACA) has the mandate for coordinating the multi sector HIV/AIDS State response. EBOSACA is putting out this call for Expression of Interest (EOI) from qualified and competent Civil Society Organizations (CSOs) including Non-Government Organizations (NGOs), Faith Based Organizations (FBOs), Private Sector Organizations (PSOs) and Umbrella Organizations or Networks that will enable the rolling out and successful implementation of the HAF sub-project through engagement of CSOs. The thematic focus is majorly on prevention of new HIV infections, the provision of care and support to people living with HIV/AIDS and Children orphaned by AIDS, Organizations are expected to work with any or all specified target populations within the specified geographic coverage area to deliver evidence based HIV intervention packages in line with national and international standards and best practices using Minimum Prevention Package Intervention (MPPI). Focus thematic areas includes:
A Prevention of New HIV Infections
1. Most At Risk Populations (MARPs)
- Target Population: Female Sex Workers:
Geographic Coverage: LGAs namely Abakaliki, Ezza North, Ezza south,Afikpo North, Ohaozara, Ohaukwu, lvo, Ebonyi, Ikwo, Ishielu
- Other Vulnerable Groups
i. Target population: Out of School Youths/young adults with multiple sexual partners (hair dresser, apprentice, and artisan etc)
Geographic Coverage: Afikpo north, Abakaliki, Ishielu, Izzi, Ikwo, Ivo, Onicha, Ezza south, Ohaukwu, Ebonyi
ii. Target population: In school youths (Youths of tertiary institutions)
Geographic Coverage: Abakaliki, Ikwo, Ivo, Afikpo North, Ebonyi.
iii. Target Population: Long Distance Drivers of (Trailers, Luxurious Buses, Trucks)
Geographic Coverage: Abakaliki, Ivo, Afikpo North, Ezza south, Ohaukwu, Onicha, Ezza North
vi. Target Population: Short Distance drivers (Keke, Taxi and Okada Riders)
Geographical Coverage: Abakaliki, Ivo, Afikpo North, Ezza south, Ohaukwu, Onicha, Ezza North
- General Population
i. Target Population: Sexually active group (Men & Women)
Geographic Coverage: 13 LGAs: Ivo, Ikwo, Ezza south, Ezza North, Abakaliki, Izzi, Onicha, Ohaozara, Afikpo south, Ohaukwu, Ishielu, Afikpo North, Ebonyi
- Demand Creation for Prevention of Mother to Child Transmission (PMTCT)
i. Target Population: Pregnant Women
Geographic Coverage: Ivo,Ikwo, Ezza south, Ezza North, Abakaliki, Izzi, Onicha, Ohaozara, Afikpo south, Ohaukwu, Ishielu, Afikpo North and Ebonyi LGAs
- B. Care and Support
i. Target Population: People Living with HIV/AIDS
Geographic Population: Ivo, Afikpo North, Ezza south, Onicha, Ikwo, Izzi, Ishielu Abakaliki Ebonyi, Ohaozara, Ezza North LGAs
ii. Target Population: Children orphaned by AIDS (OVC)
Geographic Coverage: Abakaliki, Izzi, Ezza south, Ishielu, Ohaukwu, Ohaozara, Ikwo, Afikpo north LGAs.
Selection Criteria
Ebonyi State Agency for the Control of AIDS (EBOSACA) invites eligible organizations to express their interest to provide interventions in not more than three target populations in the identified priority areas. Interested organizations must provide information indicating that they are qualified to render the services which include: Evidence of registration with Corporate Affairs Commission for at least two years; Organizational profile containing areas of core competence, evidence of sound financial management, availability of appropriately qualified and skilled staff etc. The organization should have a corporate account of not less than six months existence and with at least two signatories. The organisation must have a traceable physical address including signboard permanently fixed in front of the office premises, The organisation must have evidence of similar activities over the past 2 years in the State and ready to work in at least 3 LGAs in the state. The office must not be less than a 2-room office space with a proof of tenancy or organizational ownership for at least one year. The organisation must be prepared to work in any of the three (3) senatorial zones in Ebonyi State. The project is expected to run for 18 calendar months with 8 monthly progress review meetings with EBOSACA on general project performance, to provide feedback to implementing organizations on their performance and to agree on next steps and timeline.
General Terms and Conditions:
The selection of CSOs will be guided by the World Bank’s Guideline: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition). Expression of Interest must be submitted in TWO hard copies and ONE soft copy and delivered to Ebonyi State Agency for Control of AIDS (EBOSACA) not later than 1st September 2014. Only organizations shortlisted for the next stage would be contacted for a detailed proposal based on the Request for proposal (RFP) that will be issued to them.
Expression of Interest through Email or Fax will neither be accepted nor be applicable to this process.
The expression of interest should be delivered in a not folded sealed envelope, marked ‘Ebonyi SAGA HAF’ EOI at the right upper corner, not later than 4 PM on the Monday 1st September 2014 at the EBOSACA office addressed as below:
