This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the dgMarket of Wednesday, 18th February, 2015.
The Federal Republic of Nigeria, through the National Planning Commission has received an EU-Financing Grant (10″ EDF) from the International Development association (IDA) towards the cost of State and Local Governance Reform Project. Anambra, being one of the six beneficiary states of the grant, intends to apply part of the proceeds for consulting services to support 3 Local Government Areas towards improved performance in the areas of planning and implementation of social services.
The consulting services (“the Services”) include as follows:
Review of potential areas of devolution of Authority to Local Government.
The assignment is more clearly stated as follows:
(1) Review of the local governance system in Anambra State with reference to the legislations and previous studies done by the State and other institutions, as well as development partners. Specifically showing
(a) Analysis of the local governance system in Anambra State, showing weaknesses/gaps as well as areas of possible redress
(b) Detailed analysis of the institutional structures in the LGA system and influence of State-established institutions on the LGA structures, This should also show how LG institutions and local ownership will be effectively supported.
(c) Roles of the State/Local Government to economic and social advancement of governance at local level through policy measures adopted and implemented since 1999, Also, show the impact of CSOs and media in local governance.
(2) Review of Public Finance Management (PFM) and Public Procurement Systems (PPS) of local governments in the State, based on information/data gathered from State/local authorities, development partnership. CSOs and other important stakeholders. Specifically, the following should be provided;
(a) Analysis of the legal and institutional framework, guiding budgetary processes and public tendering in LGAs in the State, including any ongoing efforts aimed at establishing these policies/frameworks
(b) Analysis of budgetary allocation to social services, including education, water and sanitation and health Analysis of revenue generation profile of each LGA (FAAC and IGR) and system for allocation of total revenues
(c) On the basis of the above, identify potential areas of devolution of functions to Local Government Areas (LGAs) in Anambra State; then develop a roadmap to achieve same.
(d) Engagement and consultations of Stakeholders from at least 50% of the LGAs covering the geographical spread of the state towards implementing the roadmap.
The Anambra State and Local Governance Reform (SLOGOR) project now invites eligible Consultants to indicate their interest in providing the Services Interested persons are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of CVs of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions, availability of appropriate skills among key staff, etc.
The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011).
Consultants may associate with other firms/consultants in the form of a joint venture or a sub-consultancy to enhance their qualifications.
