Assignment Title: Engagement of Consultants to Train CSOS in the State on Effective Participation and Monitoring of PFM Reform Processes

This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the dgMarket of Wednesday, 18th February, 2015.
The Federal Republic of Nigeria, through the National Planning Commission has received an EU-Financing Grant (10th EDF) from the International Development Association (IDA) towards -the cost of State and Local Governance Reform Project. Anambra, being one of the six beneficiary states of the grant, now intends to apply part of the proceed towards the engagement of a consulting firm to Train CSOs in the State on Effective Participation and Monitoring of PFM Reform Processes in the implementation of activities in the Public Finance Management Legislation Sub Component of the project.
The consulting services (“the Services”) include:
(1) Assessment of the level of knowledge of CSOs in PFM-related issues
To develop modules/tools for training the CSOs taking cognizance of the existing PFM laws in the State such as Freedom of Information Act (FOI, 2010), Fiscal Responsibility Law 2010, and Public Procurement Law 2011. Also, the modules should be guided by the policy thrust of the present administration as encapsulated in the Anambra State Economic Blueprint
(3) To train CSOs on:
- budgeting process in the State including Budget Analysis, Monitoring and Evaluation, Public Expenditure Monitoring, and Public Expenditure Tracking System.
- the understanding of new IPSAS-compliant budget and accounts
- how to craft messages for various stakeholders and help design effective campaigns to disseminate key ideas emerging from State and Local Governance Reform Project implementation
The Anambra State and Local Governance Reform (SLOGOR) project now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants are hereby requested to submit a statement of capability Indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to summary of their CVs, description of similar assignments carried out in the last six years, experience in similar conditions, evidence of availability of appropriate skills, etc.
The consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011). In addition, please refer to specific information on conflict of interest related to this assignment as per paragraph 1.9 of Consultant Guidelines
