1. This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the dg Market of 26th November, 2010.
2. The Federal Government of Nigeria has received a credit from the International Development Association (IDA) for the implementation of Public Sector Governance Reform and Development Project. Ondo State is a beneficiary of the credit and intends to apply part of the proceeds of the credit for this assignment. The overall objective of the project is to promote good governance by promoting quality transparency and accountability in public financial management and human resource management systems in Ondo State.
Scope of Work:
3. The scope of service for this consultancy work shall include the following tasks:
(a) Conduct a comprehensive diagnostic review of existing Monitoring and Evaluation (M&E) systems in the State, including a training needs’ assessment to strengthening the state M&E system.
(b) Develop an M&E Implementation Manual for the Public Financial Management (PFM) and Human Resource Management (HRM) projects and programs.
(c) Develop new M&E Systems for the State.
(d) Develop a web based Monitoring Information Management System (MIS) including definition of technical, institutional and functional specifications for the MIS.
(e) Develop a new State M&E Policy which in the long term will metamorphosis into a legislative document. In developing the State M&E Policy, the Consultant shall (i) review existing policies and guidelines on M&E in the State with a view to identifying gaps and weaknesses which will be improved upon with the new Policy (ii) take into account ongoing initiative at the Federal level, particularly, the draft National M&E Policy and (iii) provide technical support at validation session for the new State M&E Policy.
Qualification and Experience:
4. The Ondo State Public Sector Governance Reform and Development Project now invites eligible consulting firms to indicate their interest in providing the service Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to provision of company brochures, description o similar assignments carried out in the last five years, experience in similar condition and region, availability of appropriate skills among key staff (Key staff shall include (i) Monitoring and Evaluation Specialist-Team Leader (ii) Human Resource Management Specialist and (iii) ICT Specialist), etc.
Selection of Consultant:
5. The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011), using the Quality and Cost Based Selection (QCBS) Method.
6. Interested consulting firms may obtain further information at the address below between 9.00a.m 4.00p.m (Local Time) on weekdays, except on public holidays.

7. Your expression of interest must be delivered in a sealed envelope clearly marked “CONSULTANCY SERVICES FOR MONITORING AND EVALUATION SYSTEMS” to the address below not later than 18th March, 2014.
