Request for Expression of Interest; Lagos Metropolitan Area Transport Authority (LAMATA)
This request for expressions of interest follows the general procurement notice for this project titled NG Nigeria-LUTP-Il (FY10) that appeared in dg market publication of July 16,2010.
The Lagos State Government through the Federal Republic of Nigeria has received a credit from the International Development Association (IDA) for the Lagos Urban Transport Project and intends to apply part of the proceeds of this project to cover eligible payments under the contract for the following consultancy services:
Consultancy Services for the Development of Local Government Transport Plan Units in Lagos Island, Kosofe & Ikorodu LGAs.
The main objective of this study is to develop a Local Transport Plans for each of the Ikorodu, Kosofe and Lagos Island Local Governments. This is concerned with meeting the local transportation needs of the growing population of the LGAs and would require a holistic and multimodal approach. The plan would also serve to assist the nascent 1 PI 1 to demonstrate early impact, providing a platform for its sustainability in the long term. The study would identify some projects, and initiatives such as road maintenance, parking plans, provision of new transport infrastructure – with emphasis on affordable and sustainable non-motorised transport modes, managed lanes, bicycle network development, etc,, in the 3 Local Government Areas and their corresponding Local Council Development Areas (LGAs/ LCDAs). This Local government Transport Plan would cover a period up to twenty (20) years.
The Scope of work shall include amongst other:
• Data Collection/Surveys: Undertake and/or update existing surveys to cover all major links within the local council – classified traffic counts (manual and /or automatic), roadside interview surveys to obtain
• Transport Infrastructure and Facilities: Prepare a lull description of land, and water transport facilities and services in the local council
• Prepare a phased program for investment in transport facilities that is affordable and sustainable, and would support the implementation of the Lagos BRT Lite and BRT Extension.
• Develop a pedestrian and cycle plan as necessary for each of the LGAs that would enhance access to public transport.
• Estimate the impact of recommended transport services and facilities on the environment both individually and collectively.
• Training of the key staff of the LGA/LCDA Transports Units on the use of the basic concepts fortran sport planning.
LAMATA now invites eligible consulting firms to indicate their interest in providing the above services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are (i) evidence showing the fields of specialty of the firm (consultant’s profit/brochures) (ii) evidence showing that the firm is a legal entity (certificate of registration), (iii) evidence of registration w’ith relevant authorities and professional bodies, (iv) Evidence showing the technical and managerial capabilities of the firm in the field of assignment, (v) Description of similar assignments, (vi) availability of appropriate skills among staff, and availability of essential technology etc.). For each project performed the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) ol’lead and associate firms, contract amount and financing sources.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants funder IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties,
