Invitation for Prequalification and Tender for Engineering, Procurement and Construction (EPC) of a 2 X 26 Megawatts 11/33KV Gas Fired Power Plant with Associated Gas Supply Facility in Calabar, Nigeria.
1.0 Introduction
The Government of Cross River State of Nigeria intends to develop a 2x26Megawatts gas fired electricity generating plant to feed an associated 33kv and 11kv Distribution infrastructure, under an embedded/captive generation arrangement to provide electricity supply to the Summit Hills new development cluster and environ in Calabar, to enhance the business, commercial, tourism and social conditions of the area.
For this purpose therefore, it has secured a USD 30million credit from the Government of India through the Indian Export-Import Bank to fund the project. Implementation of this captive power development scheme is also captured under the capital projects works and services of the Financial Year 2014 approved budget of the State.
The Investment Promotion Bureau of Cross River State Government therefore hereby invites interested competent electricity generation and distribution equipment manufacturing: and power generating companies registered in India, and or incorporated/established under any law in force in India, for pre-qualification and tendering for Engineering, Procurement and Construction (EPC) of the 2x26Megawatts 11/33kv gas fired power plant with associated gas supply facility, to feed the electricity distribution network in the target cluster in Calabar.
1.1 General Information
1.1.1 The proposed 2 x 26MW Gas Turbine open cycle power plant will run on gas, and generated power will be evacuated at 11kV and 33kV levels for distribution.
1.1.2 Gas Turbine Generators shall be the outdoor type, but must be shielded against rain and other elements on installation.
1.13 Sufficient land space is available for plant layout, and the proposed plant layout shall be made for initial Open Cycle requirement, with provision for conversion to combined cycle in the future.
1.1.4 Civil works will cover complete Main Plant Construction as well as for Balance of Plant (BoP).
1.1.5 The Request for Proposal (RFP) offer should therefore be for Engineering, Supply, Erection, Testing and Commissioning of Main Equipment, Balance of Plant (BoP), Gas supply to Plant and provision for connection of power evacuation facilities to end users.
2.0 Eligibility Criteria:
The Bureau will in compliance with provisions of the Public Procurement Act, 2007 of the Federal Republic of Nigeria, and the Indian EXIM Bank Guidelines for Bidding and Procurement Procedures of the bilateral India-Nigeria Dollar credit line Agreement, carry out pre-qualification of companies or consortia who respond to this advert on the following criteria:
- Must be Indian companies or JV/consortia registered in India and/or incorporated/ established under any law in force in India, and must show evidence of such registration indicating legal status.
ii. Must be manufacturers of Heavy Duty industrial Type Gas Turbines and Licensees of General Electric (GE).
iii. Should possess facilities in India for the manufacture and testing of Gas Turbine Generators of ISO rating not below 26MW.
2.1 Specific Experience and Technical Capability:
a) Show evidence of having supplied a minimum of ten (10) units of similar or higher rated Gas Turbine Electricity Generating sets in the last ten years, one of which has been in satisfactory operation for a minimum of two years.
b) Should have overseas experience as an EPC contractor involved in supply erection, installation, testing and commissioning on turn-key basis of at least one Gas Turbine based power plant with rating not below 25Megawatts.
2.2 Financial Capability:
1) Bidder must show Evidence of Average Annual Turnover of at least USD 30 million in the last five(5) years. In case of a JV/Consortium/ Association, each partner shall meet at least 50% of the indicated average annual turnover.
2) The Bidder must demonstrate access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement of USD 15.0 million. In case of a JV/Consortium/ Association each partner shall meet at least 50% of the indicated cash flow requirement.
3.0 Requests for Proposals
Proposals are therefore requested from interested competent electricity generation and distribution equipment manufacturing, and power generating companies registered in India, and or incorporated/established under any law in force in India, for Prequalification and Tendering for Engineering, Procurement and Construction (EPC) of the 2x26Megawatts 11/33kv gas fired power plant, with gas supply facility, connectable to associated electricity distribution network.
3.1 Description of Works and Services
The general description of works to be carried out and services shall include the following:
- Engineering, Procurement and Construction (EPC) of 2x26Megawatts 11kv gas fired power plant with associated 2×35 MVA11/33kV step-up generation sub-station.
- Construction of associated 7km gas pipeline originating from an existing gas supply facility located at the Calabar city gate, to the power plant.
- Connectivity of power plant with associated 33kv and 11kv overhead and underground electricity distribution network to service the entire new cluster and vital Government facilities with electricity generated from the plant.
- Execution of all civil works necessary to support A.B, and C above.
4.0 Codes and Standards:
The Plant, Equipment, Products/Systems shall conform to the latest Indian standards or equivalent IEC/BS/International standards as applicable in Nigeria.
5.0 Method of Application/Collection of Prequalification/Tender Documents:
5.1 Bidders are required to obtain further information on the Project from Office of the Special Adviser, Investment Promotion Bureau, Cross River State Government, at the address given below. Record of Prequalification and Tender requirements can also be examined between the hours of 10a.m. and 3p.m on all working days from, Tuesday 16th September, 2014 to Monday 20th October, 2014.
5.2 Prequalification and Tender documents can be obtained from the Office of The Special Adviser. Investment Promotion Bureau, Cross River State Government at the address given below on payment of a non-refundable fee of USD 1000 (One Thousand Dollars) only, in Bank Draft drawn in favour of Cross River State Government payable at the Office of the Special Adviser, Investment Promotion Bureau, 3rd Floor, Prof. Eyolta House, Calabar Nigeria, from the hours of 10a.m. to 3p.m. on all working days from Tuesday 16th September, 2014 to Tuesday 14th October, 2014. Copy of payment receipt must be enclosed in the submission for Prequalification and Tender.
5.3 Documents for Pre-qualification and Tendering for the Project must be completed in English Language.
6.0 Submission of Prequalification/Tender Documents
a) Bidders shall return the original and each copy of completed Prequalification and Tender documents in four (4) separate and sealed envelopes duly marked “original” and “copy” as indicated under the followingsub – heads:
i. Prequalification (Part I)
ii. Technical and Commercial Bid (Part II)
iii. Price Bid (Part III)
iv. Bid Guarantee (Part IV)
b) The number of copies to be submitted shall be two (2)
c) One set of CD containing soft copy of duly completed documents together with scanned copies of all attachments including technical/commercial documents must be submitted. This must be in pdf format.
d) All completed documents as listed above and the CD shall be enclosed in ONE sealed envelope with project title and package number indicated on the top left hand corner. The envelope should be addressed to:

e) The reverse side of the envelope used must bear the bidder’s name, complete address and contact person’s phone number.
f) Original receipt of payment of non-refundable tender purchase fee of USD 1000 must be submitted along with original copy of documents.
g) All bids are to be hand delivered or dropped in the tamper proof “Tender Box” in the office of the Special Adviser. Cross River State Investment Promotion Bureau, Calabar, on or before 3p.m. on Monday 27th October 2014.
7.0 Opening of Documents
- Submissions shall be opened at the same venue by 4p.m. on Monday 27th October 2014 in front of representatives of the bidders who may wish to attend.
- Companies or their representatives, Civil Society Organizations, NGOs, Professional Bodies and members of the general public will be invited to witness the bids opening exercise.
8.0 Important Notices
a) Bids submitted late or not signed will be rejected.
b) Bidders who do not meet the eligibility criteria will not be qualified and their submissions will be rejected.
c) Failure to adhere strictly to instructions and the use of Cross River State Government’s bidding documents as issued will result in disqualification of the application.
d) Cross River State Government reserves the right to verify the authenticity of documents submitted, with the issuing authorities.
e) Contractors/bidders with history of abandonment of projects will not be considered.
f) Failure of the bidder to provide, any of the documents statutorily required for eligibility, legible documents, shall lead to automatic disqualification.
g) Cross River State Government reserves the right to reject any of the proposals if they do not meet the requisite qualifications, without any obligation to inform the affected parties.
h) Any attempt to influence Cross River State Government’s internal selection process or due process will result in outright disqualification.
i) Period of Validity of Bids shall be 180 days from the date of bids opening.
j) The advert shall not entitle Pre-qualified Companies/shortlisted OEMs to make any claims whatsoever and or seek any indemnity.
k) All costs incurred in responding to this advert shall be borne solely by the contractors/bidders.
