Enugu Electricity Distribution Company Integrity Customer Service Performance Invitation for Expression of Interest for Supply of Embedded Power Generation
Enugu Electricity Distribution Plc (EEDC) is licensed by the Nigerian Electricity Regulatory Commission (NERC) to distribute and market Electricity in Abia, Anambra, Ebonyi, Enugu and Imo States. Enugu Electricity Distribution Plc is willing to explore the provision of power supply from embedded power generation plants to meet the energy requirements of its network. In this regard, EEDC intends to partner with Embedded Power Generation Providers. EEDC has therefore identified the potential Connection Points, which include, but are not limited to:

PRE-QUALIFICATION OF POTENTIAL EMBEDDED POWER GENERATION PROVIDERS
EEDC invites eligible and interested entities (including consortia) to express their interest by providing information on the following:
Technical Expertise:
The entity must demonstrate that it employs qualified professionals who possess relevant operating experience with the size and type of generating plants
Financial Capability:
The entity must be able to show a strong balance sheet and demonstrate a good financial track record overtime with respect to its core businesses and, particularly other generating projects of a similar nature; and
Operating Experience:
The entity must have relevant experience operating electric generation facilities with similar size and type as that proposed.
GENERAL TERMS AND CONDITIONS:
Upon pre-qualification EEDC will give the Preferred Providers access to its distribution network to conduct pre-engagement assessments based on EEDC’s proposed connection points and locations for embedded generation. Preferred Providers shall then be required to submit a detailed technical and financial proposal / roadmap, which must consist of a model of the Embedded Generation Plant that they propose to design, develop, build and operate within EEDC’s network. These proposals will include:
Technical Specifications;
- Visits to Proposed Pilot Sites, Points and Location for Embedded Generation;
- Analysis of Load Profile and Technical Losses;
- Marketing Analysis;
- Equipment Selection / Energy Demand / Fuel Identification;
- Selection and Choice of Power Plant Configuration:
- Emissions Reduction Analysis and Environmental Impact Assessments;
- Economic Feasibility and Financial Profitability Assessments;
- Operational Project Start-up Requirements;
- Funding Arrangements / Sources, Financial and Economic
- Feasibility Assessments and Comprehensive Financial Plan;
- Project roll out and Timelines and
- Details of Technical Capabilities to be deployed in the Building and operating of Embedded Generation Schemes. SELECTION The selection of EEDC EMBEDDED POWER GENERATION PROVIDERS will be guided by due process guidelines for procurement of embedded and captive power generation capacity and the Nigerian Electricity Regulatory Commission (NERC) rules on embedded Generation. Expression of Interest must be submitted in THREE hard copies and ONE soft copy saved in a storage device.
The Expression of Interest should be delivered in a sealed envelope, marked “EEDC EMBEDDED GENERATION” at the top-right corner, not later than 12:00PM on 23rd April, 2015 at EEDC Corporate Headquarters address below:

Only entities shortlisted for the next stage would be contacted for a detailed proposal based on a Request for Proposal (RFP) that will be issued to them.
