- This request for expression of interest follows the General Procurement Notice (GPN) for this project that appeared in the dgMarket of 26lh November, 2010.
- The federal government of Nigeria has received a credit from the International Development Association (IDA) towards the cost of implementing Public Sector Governance Reform and Development Project. Ondo State is a beneficiary of the credit and intends to apply part of the proceeds for the Engagement of Training Institution or Consulting Firm to Provide Services for Customised Training on Implementation of International Public Sector Accounting Standards (IPSAS) – Cash and Accrual Basis for selected staff in Ministry Department Agencies (MDAs), Office of State Accountant General (OSAG) and Office of State Auditor General (OSAUG).
Scope of Service
The Training Institution/Consultant Firm will render the following services which are expected to address the skill gap of participants in implementation and application of IPSAS in Ondo State:
(a.) Prepare a Training Manual on a modular basis, covering the following modules-module i: introduction to IPSAS, module ii: structure of IPSAS, module iii: highlights of IPSAS sections, module iv: IPSAS accrual (1-30) and IPSAS cash (31), module v: IPSAS Implementation: Challenges and Benefits.
In developing the draft training manual, which must be shared with clients and content thoroughly discussed and approved before final production, consultant must take into account need for emphasis on specific standards that affect the public sector.
(b.) Conduct customized training seminars for identified participants on IPSAS Cash and Accrual. These trainings will include demo sessions for practical conversion of draft 2014 accounts of Ondo State Government using IPSAS modified Cash Basis and Accrual.
(c.) Conduct course and participants evaluation for all the seminars and provide client with feedback.
Qualification and Experience
- The Ondo State Public Sector Governance Reform and Development Project now invites eligible training institutions or consulting firms with extensive expertise and experience in international public sector accounting and modern public sector financial management reforms for at least 8 years to indicate their interest in providing the service. The training institution/firm must have a minimum of 5years’ experience in delivery of public sector accounting training and 3 years’ experience in delivery of IPSAS training. Interested training institution or consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions and region, availability of appropriate skills among key staff (key staff shall include three (3) public sector accounting specialists.
Selection of Consultant
- The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011), Using Selection Based on Consultant Qualification (CQS) Method.
