Call for Expression of Interest in the Development of Selected Tourist Sites
Introduction:
Development and promotion of tourism is one of the critical enablers identified by current administration of His Excellency, Chief (Dr.) Willie Maduabuchukwu Obiano of Anambra State to drive the achievement of his four pillars of development. In pursuit of this key objective, the Ministry of Information, Culture and Tourism invites interested organizations to partner with the State government to develop the Agulu Lake, Ogbunike Cave and Owerre Ezukala Cave and Water fall into world class tourist sites. The partnership will be for a defined period under the Redesign, Rehabilitate, Finance, Operate and Transfer Model, Major objective of the project is to mobilize private resources in the delivery of exclusive leisure and entertainment offerings on a sustainable basis
Located in Oyi Local Government Area, Ogbunike Cave is one of the most visited sites in the state. It is a sandstone cave with very scenic vegetation. It has been listed by UNESCO as a world heritage site and has been acknowledged to be one of the seven natural wonders of Nigeria, Agulu Lake is a serene tourist site strategically located and overlooking the ongoing Agulu Lake Hotel and it is home to an estimated 300 crocodiles and water tortoise.
2. Scope of Work:
(A) Agulu Lake
a) African-style huts which will function as a lounge/bar,
b) Children’s outdoor playground with a circular building to be utilized as a snack cafe;
c) A Carousel;
d) Sizeable lawn and parking space;
e) A public viewing centre;
f) Excursion boats
(B) Ogbunike Cave
- A perimeter fencing with a gate house;
- Installation of concrete stairs and metallic handrails;
- Colonial-style building which will function as a lounge and bar.
- A 3-star guesthouse with an adjoining event hall;
- African-style huts
- Sizeable lawn and parking space
- A mini theme park or outdoor playground for children
Re-Qualification Requirements:
- Brief company profile.
- Evidence of company registration with Corporate Affairs Commission (CAC).
- Evidence of local or international partnership.
- Past three years tax clearance certificate.
- Evidence of VAT registration and remittance.
- Evidence of compliance with Pensions Act, where applicable.
- Evidence of experience in handling any PPP projects.
- Evidence of registration with Anambra State as a contractor.
- Demonstrable experience in facility management.
- Sound knowledge of national, state and local operating/regulatory environment.
Technical Capacity:
a) List of key technical staff with CVs and organizational structure showing good knowledge of executing PPP projects.
b) Submission of relevant and verifiable work experience in similar jobs in soft and hard copies.
c) Attachment of evidence of signed completion certificates.
d) List of available equipment/tools.
e) Proposed business/operational plan.
f) Evidence of payment of N100,000 (One Hundred Thousand Naira) non-refundable processing fee.

The documents must be received not later than 4.00pm on Friday, June 13, 2014.

Response to this notice shall not entitle any of the interested parties to any claims against Anambra State Government or its agencies by virtue of such firm having responded to the invitation.
