Request for Expression of Interest and Invitation to tender
A. Introduction
Lake Chad Research Institute (LCRI), Maiduguri in accordance with Public Procurement Act 2007 wishes to carry out some of its Capital Projects under the 2014 Budget. To this end, interested and capable contractors with relevant experience are invited to submit pre-qualification document/tender for the following project/supplies:
B. Description of Work
1. Perimental Block Wall Fencing.
2. Rehabilitation of LCRI Conference Hall.
3. Completion of Staff Quarters and Executive Director’s official Residence.
4. Completion of Road Network
5. Rehabilitation of Staff Clinic.
6. Procurement of Books and Journals.
7. Information Communication Technology (ICT)
8. Procurement of Toyota Prado V6 (2014 model) leather seat, automatic gear with all complete features.
9. Procurement of 18 seater Toyota Hiace Bus (air-conditioned)
C. Pre-Qualification Requirements
Interested Contractors are required to submit their Firm’s Profile which must include but not limited to the following documents:
1. Evidence of Incorporation of the Company with the Corporate Affairs Commission (CAC)
2. Copies of Tax Clearance for 2011, 2012, 2013 respectively
3. VAT Certificate with evidence of remittance to Federal Inland Revenue Service (FIRS)
4. Firm’s Audited Account for 2011, 2012, 2013
5. Evidence of the Firm’s Corporate Registration with the appropriate Professional body.
6. Details of staff strength including Curriculum Vitae (CV) and profile of key staff and associates
7. Details of previous related woks and services rendered including scope and certificates of valuation/completion
8. Clear indication of Head Office Address
9. Evidence of up-dated Annual Returns
10. Sworn Affidavit that the Firm is not bankrupt
11. Sworn Affidavit that none of the Principal or Associate of the Firm is an ex-convict or bankrupt.
12. Evidence of Financial capability and banking support (Bank references, recent statement of Account)
D. Collection of Documents
Interested companies/firms should collect the biding documents containing detailed specification for the Procurements from Procurement Planning Committee Secretariat, Room 04, 1st floor, Admin. Block LCRI, Maiduguri, Borno State on payment of a non-refundable fee of N30, 000.00 (Thirty Thousand Naira) only per project, into Bank: Enterprise Account No. 1400016639.
E. Submission of Tender Documents
1. The Pre-qualification documents and financial bid, labeled separately as appropriate and the two envelopes put in another one envelope sealed and labeled at the right hand corner indicating project name, and name of bidder clearly written at the reverse side, addressed to:

F. Opening of Documents
These documents would be opened on 3rd June, 2014 in the Institute’s Conference Room at 10:00am. Contractors, NGOs and interested General Public are invited to witness the opening. Please note that response to this invitation shall not oblige the Institute to consider any responding Firm for qualification. All costs incurred as a result of response to this invitation and any subsequent requests for information shall be borne by the responding Firm. The institute is not bound to accept submissions that do not meet up with the requirement as specified or the lowest tender.
