Tender Opportunity:
Provision of QAQC Consulting Services for Erha 4D Monitor #2 Seismic Survey Commencing 2014
1. Introduction
Esso Exploration and Production Nigeria Limited (EEPNL), contractor of NNPC OML 133, plans to acquire a 3D streamer survey, to be used as the second monitor survey for a 4D seismic project to enhance the production and reservoir management of the Erha and Erha North Fields. This survey is to be recorded in mid- 2014 and expected to last 7-8 weeks. The contractor will be required to use parameters compatible with a Baseline Survey and 1st Monitor survey that were recorded with 12 streamers on an 8-streamer pre-plot in 1st Quarter 2005 and 3rd Quarter 2009 respectively.
2. Scope of Seismic Work
The planned scope of work consists of the following:
- Survey size: Approximately 282 square kilometers full-fold.
- Water depths: 900 -1300 meters
- Technique: 3D Streamer- 12 streamers recording on 8-streamer pre-plot
- Type: Streamers must be solid or gel filled
- Bin size: 6.25 meters inline by 1 2. 5 meters cross line
- Geometry: 5100 meters streamer length
- Shot Interval: 1 8.75 meters flip-flop. 68-fold recording
- Record Length: 7. 5 seconds (6. 5 seconds minimum with a 1.0 sec. deep water delay)
- Obstructions: Undershooting is required around an FPSO and SPM (Single Point Mooring) facilities. Phantom undershoots of two previously occupied MODU locations will also be required. Contractor must have adequate resources to allow sufficient flexibility for primary seismic and undershooting vessels to work with production operations during time periods that minimize effects on a/I operations
- Field Processing and Onboard 4 D QC: Various 40 attributes are to be measures in order to QC geometry repeatability. Front end processing must generate SEGY tapes with all positioning data merged into the trace headers
- Extensive safety, including SIMOPS, health, environmental, and security planning is required prior to start of the seismic operations
Scope of QAQC Services
Company is seeking QAQC Representatives to monitor these seismic operations for safe, environmentally sound, efficient and cost effective geophysical acquisition practices consistent with contract specifications and industry standards,. QAQC Representatives will also be responsible for providing comprehensive reporting of the operations. As the survey is expected to take 7-8 weeks, At this time, six positions are listed below, of which one is optional and to be determined by the Company.
Lead Seismic Representative -2 back -to-back (1 on crew full time)
- The QC representative will provide EEPNL with a direct contact with the geophysical contractor during field operations and verify that all contract requirements are adhered to throughout the program. One Lead Representative may also be required to participate in pre-mobilization project planning
- The Lead Seismic Representative must have a minimum of 10 years directing offshore geophysical surveys, as a Lead Representative. At least three of those years should be on 3D multi-streamer crew and at least 1 year of 4D monitor survey experience. The Lead Representatives should also have five (5) years’ experience in field processing and data management
Navigation/ Positioning Quality Control Representative -2 back-to-back (1 on crew full time)
- The navigation QC consultants will monitor and advise on navigation and positioning of sources and streamers and, verify navigation processing associated with the Project
- The navigation representatives must have five (5) continuous years of active support for 3D seismic acquisition with at least 2 years of this experience working on 3D multi-streamer crews. 4D monitor survey experience is also highly desired.
Safety Health, Environment (SHE) Representative -2 back-to-back (1 on crew full time)
- The Geophysical Project SHE QC is EEPNL’s representative that monitors and advises on Safety, Health, Environment (SHE) and Security matters associated with the Project
- The SHE Representative must have a minimum of 10 years experience in geophysical operations as an SHE representative roll with at least 3 years on marine seismic (OBC or streamer) crews. The SHE representative must have at least 10 years’ experience in offshore operations and training in SHE management. One Lead SHE representative will likely be required to participate in pre-mobilization survey planning
Seismic QC Representative-(1 on crew for approximately 3-4 weeks during 2 vessel undershooting)
- The Seismic QC representative monitors and advises on onboard data acquisition and quality control products primarily associated with the source vessel during 2-vessel (undershoot) operations
- The seismic representatives must have five (5) continuous years of active QC representative support for 3D seismic acquisition, with at least 2 years of this experience on marine 3D crews involving multi-vessel operations. He also must understand navigation positioning QC of source arrays and be experienced in performing technical audits of airgun arrays. Prior 4D experience is also desired.
Marine Mammal Observers -4 rotating, i.e. 2 on crew full time
- The marine mammal observer must be trained and experienced in use of JNCC guidelines and qualified to observe and report on cetacean activity in the survey area. The MMO must have at least 1 year experience in marine mammal observations on marine seismic crews
Technical Auditor – 1 on crew during in-country mobilization plus first week of survey
- The Technical Auditor will conduct an audit of the recording instruments and airgun system during the crew mobilization period and prior to acquisition operations
- The technical auditor should have 5+ years’ experience in working in a technical lead role on seismic crews, with at 2 years’ experience as a technical auditor on 3D marine seismic crews.
Contractor may propose representatives for any one or all of the positions requested. Bidders should have at least 3 capable representatives in those positions Navigation and SHE QC positions).
Be informed that EEPNL may decide to change the needed QAQC effort and remove any of the above listed positions prior to the start of the Survey.
3. Mandatory Requirements
A. To be eligible for this tender exercise, interested contractors are required to be prequalified in either the Quality Assurance (QAQC) product group 30201, Geophysical Consultancy product group 30222 or other Consultancy Services product group 30299 in NipeX Joint Qualification Scheme (NJQS) database. All successfully prequalified suppliers in any of these categories will receive Invitation to Technical Tender (ITT)

4. Nigerian Content
Company is committed to the development of the Nigerian Oil and Gas business in compliance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the Schedule to the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
EEPNL requires their Contractors to comply with the Act, its attached Schedule and any applicable regulation developed by the NCDMB.
Nigerian Content (NC) in the Nigerian oil and gas industry is defined as:
“The quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through the deliberate utilization of Nigerian human, material resources and services in the Nigerian oil and gas industry.”
“Nigerian company” is a company registered in Nigeria in accordance with the provisions of Companies and Allied Matters Act with not less than 51 % equity shares by Nigerians.
Bidders shall consider Nigerian content as an important element of their overall project development and management philosophy for project execution.
As part of their submissions, Tenderers shall:
i. Provide a description of its committed infrastructure (asset, equipment, technical office, and administrative space, storage, workshop, assembly area, repair, and maintenance, testing, laboratory, etc) in Nigeria (offices, equipment etc) to support this contract
ii. Demonstrate that its entity is a Nigerian registered company, defined as a company registered in Nigeria in accordance with the provision of Company and Allied Matters Act. Provide details of its Ownership Structure. Submit certified true copies of CAC form (CO2 and CO7) including Memorandum and Article of Association. For Nigerian company in alliance with a foreign company or multinational, submit evidence of binding agreement of the alliance duly signed by the CEO’s of both parties
iii. Submit a plan on how it intends to give first consideration to goods and services provided from within Nigeria, to meet 45% man-hours NC target in line with the requirements of the Act
iv. Demonstrate key Management positions that are Nigerian Nationals and the percentage of the Company total workforce (direct and in-direct employees) that are Nigerians
v. Submit a plan on how it intends to provide Human Capacity Development and Personnel Training
vi. Provide evidence of application for Nigerian Content Equipment Certificate (NCEC) issued by Nigerian Content Development and Monitoring Board (in respect of any components, spares, equipment, systems and packages to be used on the project
Bidders’ failure to comply with the NOGICD Act or demonstrate commitment to Nigerian Content development will result in Bidder’s disqualification.
5. Close Date
Only tenderers who are listed in either Quality Assurance (QAQC) product group 30201, Geophysical Consultancy product group 30222 or other Consultancy Services product group 30299 in NipeX NJQS database as at Monday, 18th November, 2013, being the advert close date shall be invited to submit Technical bids.
6. Additional Information
