1.0 Introduction
The Shell Petroleum Development Company (SPDC) as Operators of the Joint Venture between itself and the Nigerian National Petroleum Development Corporation (NNPC), on behalf of the Joint Venture is seeking for interested and qualified Telecoms service Providers for Telephone Exchange Maintenance, within its operational areas. SPDC invites submissions from reputable Nigerian registered companies having professional experience in telephone exchange maintenance.
The proposed contract will commence in Q1 2016 tentatively and remain active for two years duration and one year extension option.
2.0 Scope of Work
The scope of work for the services shall include but not limited to
(i.) Trouble-shooting and resolution of incidents and problems as it relates to telephone services.
(ii.) Preventive maintenance of Telephone Exchanges
(iii.) Maintenance of Interactive voice response and Automatic call distribution server
(iv.) Maintenance of audio conference system
(v.) Provision of the required skilled personnel for the support, administration, management and maintenance (Corrective & preventive) of telephone exchanges.
(vi.) Procurement of the requisite spares for telephone exchange, with the provision included in the contract for call-off of any equipment or device not currently installed but might be required in future during the validity of the contract.
(vii.) Provision of required new and upgrade software licenses for software update of the installed telephone exchange.
(viii.) Repair of defective parts by OEM
3.0 Mandatory Requirements
- To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendors in the 3.11.20 – Telecommunication Installation/Support Services (Product/Services) Category A-D in NipeX Joint Qualification System (NJQS) data base. Only successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).

- If you are not listed in a product/service category you are registered with DPR to do business, contact NipeX office at 30, Oyinkan Abayomi Street, Ikoyi, Lagos with your DPR certificate as evidence for verification and necessary update .
- To Initiate the NJOS prequalification process, access www.nipexng.com to download the application form, make necessary payments and contact NipeX office for further action.
- To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.
4.0 Nigerian Content Requirements
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements:
(i.) All entities tendering shall be service companies registered on the NOGICD JQS for the product
(ii.) All entities tendering shall be Nigerian indigenous service companies with Nigerian equity holding of 51% and above in the ownership structure of tenderer
(iii.) Provide evidence of Nigerian Content Equipment Certificate (NCEC) from Nigerian Content Development & Monitoring Board (NCDMB) or evidence of the application for the certificates.
(iv.) The Arrangement shall be in the form of an MOA and indicate how the operator will deploy the cluster for any R&D requirements during the contract period and the first 5 years of the service life of the field, facility or plant.
(v.) All operators are expected to insert in their ITTs requirements that any service company bidding for such a project shall submit as part of Nigerian Content requirement, a signed Memorandum of Agreement (MOA) between it and one of the R & D clusters relevant to the project.
(vi.) All service companies are required to sign a MOA with any of the research clusters. The MOA shall indicate how the service company intends to use the relevant research clusters during project execution to the satisfaction of the Board.
(vii.) Researchers that meet the technical requirements of the Board shall be notified on the Research Cluster they belong to: and they will be required to upload research proposals relevant to their cluster unto the NOGIC JQS portal (http://www.nogicjqs.com) on request.
(viii.) Provide evidence of registration with Nigerian Banks, Insurance companies and legal system in Nigeria and show evidence of operation for the past years.
(ix.) International or multinational company working through a Nigerian subsidiary must demonstrate that a minimum of 50% of equipment to be deployed for execution of work shall be owned by the Nigerian subsidiary by providing a list of equipment
