Consulting Services on Capacity Building and Running an Academy
Introduction:
The Registered Trustees of the Nigeria Internet Registration Association (NiRA) is a not for profit, non-governmental self-regulating body established by the internet community in Nigeria to manage Nigeria’s Country Code Top Level Domain (.ng cc TLD).
In furtherance of its objectives, NiRA hereby solicits for Proposals from competent and experienced consulting firms to provide consulting services in its capacity building project.
Scope of Services:
To assist NiRA to effectively formulate and establish its capacity building project (NiRA Academy) and optimization of its Resource Centre and to suggest the skill set of staff who would be employed to oversee and implement the plans of the Project and related matters at the NiRA Academy.
Scope of the Project:
(i.) Carry out a Needs Assessment of the Domain Name System (DNS) industry in Nigeria, which would propel training on Registry/Registrar operations, e-Commerce, DNS Security, etc.
(ii.) Formulate and recommend strategies for DNS knowledge institutionalisation in Nigeria.
(iii.) Review the adequacy of the infrastructure at the NiRA Resource Centre and facilities required for the project.
(iv.) Establish a DNS Academy and define the structure of the DNS Academy.
(v.) Define the Target Audience for training, bearing in mind the need to grow local DNS entrepreneurs.
(vi.) Establish the Faculty and put in place structures for an effective administration and management of the Faculty.
(vii.) Suggest courses relevant to the DNS industry and deliver robust Course Contents.
(viii.) Ensure a self-sustaining, resourceful and vibrant Faculty.
(ix.) Recommend up- to-date training facilities necessary to engender impactful learning.
(x.) Assess the funding requirements of the Project and work with the Working Group and Board to secure funding for the Academy.
(xi.) Formulate and recommend strategies for the optimization of the Resource Centre.
(xii) Recommend income generating activities that can be conveniently carried out at the Resource Centre.
(xiii.) Identify investment opportunities and develop a sustainable framework for undertaking the project.
(xiv.) Identify inherent risks and develop strategies towards effective risk management throughout the life of the project.
(xv.) Design a funding plan within the project scope and liaise with the Committee responsible for the project.
(xvi.) Render appropriate reports.
NiRA invites eligible consulting firms to forward their proposal for provision of the services as described above. Interested firms must provide the following along with their proposals:
(1.) Mandatory requirements (without which Firms will be disqualified):
(a.) Firm Profile including CVs of key personnel supported with professional licenses;
(b.) Evidence of registration with the Corporate Affairs Commission including certificate of incorporation, Forms CAC 2 & 7 and Memorandum and Articles of Association;
(c.) Tax Identification Number and Evidence of tax payment for the last three (3) years as of when due;
(2.) Others:
(a.) Experiences in and description of similar projects successfully executed;
(b.) Evidence of competence in Project Management; and
(c.) Any other documentation showing competence and relevant experience.

(a.) The submission of a proposal does not guarantee qualification and shall not entitle any firm to make any claims against NiRA.
(b.) NiRA reserves the right to reject any proposal and will not enter into any correspondence with any firm on why the firm did not qualify.
