Consultancy Title: Pay & Benefits Review Consultant

Overview

Mercy Corps is a global, non-governmental organisation which exists to alleviate suffering, poverty and oppression by helping people build secure, productive and just communal as. Mercy Corps works in the areas of emergency relief, sustainable economic development and civil society. Since1979, Mercy Corps has provided $1 billion in assistance to people in 94 nations. Mercy Corps is collaborating with the Federal Government of Nigeria, the UK Department for international Development and USAID partners implementing economic development programs throughout the country. As an organisation committed to the work of international development, we aim to be competitive in the remuneration offered to employees we engage to provide service to the communities we are engaged with in Nigeria. To achieve this, Mercy Corps is conducting this pay and benefits review to enable us better understand the position of other organisations within the same sector, and to ensure we are competitive.

2. Activities

• Conduct research and analysis in different areas involving compensation, such as compensation statistics and market analysis.
• Conduct position evaluations, job classifications, prepare job descriptions, assess the budgetary impact of compensation decisions and provide oversight of compliance with regulations and labor laws.
• Collaborate with other departments like operations and Accounts to determine staffing needs, design and adjust salary structures and compensation packages.
• Creating a thorough benefits package that’s flexible for all employees and affordable for the company
• Researching and implementing non-cash methods to benefit employees such as retirement funds
• Make recommendations on pensions, retirement funds and other non-cash, financial benefits
• Keep Mercy Corps informed about Federal guidelines, and create policies to reflect the guidelines

3. Methodology

The consultant will be expected to research what is applicable with other INGOs and NGOs of same calibre in the country who can be used as comparators, to ensure that our pay and benefits package is at a competitive level and that we are attracting and retaining the best people in MercyCorps Nigeria.

The consultant will be expected to follow the Federal guidelines concerning NGOs in Nigeria.

4. Consultant Deliverables

The comprehensive report Covering-

• Evaluation of currant staffing levels and remuneration package
• Analysis of key anchors to differentiate Mercy Corps rewards strategy
• Analysis of salary structures existing In the market and analyze what are the best practices for talent retention
• Analysis of strategies to manage market increases
• Proposed benchmark for Job grading and compensation benefits
• Customized formats for data collection formats for compensation and benefits
• Customized Survey report & Presentation to top management.

5. Organizational Support

The consultant will be managed and supported by the Operations Manager and other members of the Senior Management Team.

 6. Time frame/Schedule

7. Interested Consultant/Firm should have the following Competencies:

• Understanding of donor regulations such as USAID, Of ID | or any other public bodies.
• Understanding of the Nigerian labor law and regulations concerning pay and benefits in Nigeria
• Highly numerate with a strong affinity for numbers, analytical, able to develop scenarios”, with sound business and financial acumen
• Strong level of influence and negotiation, to enable data collection from other INGOs for pay and benefits comparism.
• A minimum of 5 years solid human resource management experience with significant focus on remuneration, with particular attention and exposure in the salary survey and Job evaluation processes

• Breakdown of Financial proposal.
