Project to Support the Establishment of a Monitoring and Reporting System for the Water Sector in Africa (AMCOW M&R System)

The African Ministers Council on Water (AMCOW) through the AMCOW Secretariat has received financing from the African Development Bank towards the cost of the project “Support the Establishment of a Monitoring and Reporting System for the Water Sector in Africa”, and intends to apply part of the agreed amount of the finances for payments under the contract for Technical Assistance Services.
1.1 The services involved under this consultancy include supporting the AMCOW Secretariat Project Implementation Team to develop a common reporting format and guidelines based on an assessment of the existing information and monitoring situation in the continent/Specifically, Technical Assistance Services are to provide specialised expertise in water and sanitation sector monitoring and evaluation; data and information management and other specified specialists to undertake the following main tasks:
(i) Preparation of indicators for the monitoring of the Sharm El Sheikh Commitments and methodologies for monitoring achievement at national, sub-regional and regional levels.
(ii) Development of the water & sanitation reporting format for countries, and guidelines on reporting.
(iii) Preparation of the roadmap for strengthening national and sub- regional monitoring and reporting systems.
(iv) Preparation of the first annual report based on the reporting format.
(v) Establishment of data management and reporting platform at the AUC and AMCOW secretariat and training of AUC and AMCOW Secretariat staff in the use management of the data platform.
The exercise is to take approximately 18 months.
The AMCOW Secretariat now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” of May 2008, as revised in July 2012 which is available on the Bank’s website at http://www.afdb.org . The Client is under no obligation to shortlist any consultant who expresses interest. The consultant will be engaged under Consultants Qualifications selection. Disbursement, in respect of any contracts signed, will be subject to approval of the Financing by the AWF/ADB.

Expressions of interest must be delivered to the address below by 9th October, 2013 at 2.00 pm and mention “Technical Assistance Services”.
