Petroleum Equalisation Fund (Management) Board, a parastatai under the Ministry of Petroleum Resources invites reputable companies to submit relevant proposals (technical and financial) for the preparation of Petroleum Equalisation Fund (Management) Board’s documentary and public opinion poll respectively as follows:
Lot 1: Documentary on Project Aquila.
Brief description of scope of work
The Project Aquila is an innovation by the Board to enhance service delivery to our stakeholders through the automation of our business operations. The electronic business solution (a bespoke application) has been in operation since 2008 and has enhanced the operations of the Board with a computerized framework which minimizes the need for human intervention, reducing delays, with a positive effect on our Customers’ businesses, thereby enhancing availability and sale of petroleum products nationwide. The documentary is to give a historical perspective of the Project Aquila and its impact on the organisation and the economy of the nation.
Lot 2: Public Perception of Petroleum Equalisation Fund (Management) Board (Public opinion poll)
Brief description of scope of work
The Board requires the services of a suitable organisation to undertake a detailed and compelling study that is capable of informing and revealing in quantitative terms the public perception of the Board. The study should have the capacity to initiate an impactful program to further reinforce the Board’s mandate and the Federal Governments Transformation Agenda.
The Board has offices in the 6 geopolitical zones nationwide and the production will require visits to various parts of the country at a determined timeframe.
Requisite /Statutory Documents for technical submissions
Interested firms are to have following documents and Management has the right to verify any of such:
- Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC)
- Company Current Tax Clearance Certificate for the last three (3) years (2011-2013)
- Company Audited account for the last three (3) years (2011-2013)
- VAT registration and evidence of remittances in the last three (3) years (2011-2013) to be attached.
- List of similar, verifiable and successfully executed or on-going projects by the company with letters of award and completion certificates. Letters of award and interim certificates of payment should be attached for projects that are on-going.
- List of Managerial, Key Technical and Administrative staff of the company which should include names, curriculum vitae and copies of Certificates for each key staff.
- Evidence of remittance of Pension contribution fond for staff of the company from reputable Pension Fund Administrators (PFAs) as provided in section 16, subsection (6d) of PPA, 2007- (Certificate).
- Evidence of compliance with the provisions of the Industrial Training Fund (ITF) amendment Act as stipulated in section 6(1) (3) of the ITF Act. (Certificate).
- Evidence of compliance (registration) with the Financial Reporting Council of Nigeria (FRCN)
Collection of Proposal Documents.
Prospective consulting Arms are required to collect the proposal document from the Procurement Unit on the first floor at the Board’s Head Office upon payment of a non-refundable tender fee of N10,000 (ten thousand Naira ) only issued in bank draft in favour of Petroleum Equalisation Fund (Management) Board. The draft shall be receipted in Finance and Accounts department of the Board and a copy of the receipt should accompany the financial proposal.
Submission of Tender Documents
Technical and financial bids shall be submitted in two separate envelopes and clearly labeled “technical and “financial” with the lot number and name respectively. All envelopes shall be subjected to security checks before being sealed for submission. Both envelopes are to be addressed to:

It is mandatory that bid submission form is filled before the bids are dropped in the bid box as companies not listed on the form shall not be considered.
Closing and Opening of Bids.
Bid submission closes at 11 am Tuesday 15th July, 2014, and the technical bid opening shall commence immediately.
Please Note
- Only technically qualified companies will be contacted for the financial proposal opening while the financial bid of companies not found eligible shall be returned unopened.
- Late submission shall be rejected.
- Submission of tender is neither a commitment nor an obligation to Award contract to any company.
