Request for Expression of Interest (EOI): Engagement of Training Service Providers (TSP) for the Capacity Building for Microfinance Institutions and their Apex Associations 

1.0   Introduction

The Federal Government of Nigeria (FGN) has received a loan from the International Fund for Agricultural Development (IFAD) of the United Nation equivalent to USD27.2 million towards the cost of implementing a Rural Finance Institution Building Programme (RUFIN) through the Federal Ministry of Agriculture & Rural Development and intends to apply a portion of the proceeds of this loan for the capacity building of member based Microfinance Institutions (MFIs), Microfinance Institution and their apexes, etc. The key participating institutions in the programme implementation are the Central Bank of Nigeria (CBN), the Bank of Agriculture (BOA) Limited and the Federal Department of Cooperative (FDC). The RUFIN is a seven (7) year programme funded by the International Fund for Agricultural Development (IFAD). One of the major aspects of the programme implementation is to work with the Central Bank of Nigeria (CBN) to promote targeted capacity building and Technical Assistance in favour of eligible member based Microfinance Institutions, Financial Cooperatives, Financial NGOs, Microfinance Banks and their apexes in the 12 RUFIN States of Adamawa, Akwa Ibom, Anambra, Bauchi, Benue, Edo, Imo, Katsina, Lagos, Nassarawa, Oyo and Zamfara.

2.0       Goals and Objectives

The goal of the RUFIN programme is to address the human and other resource gaps in eligible Microfinance institutions, to improve their systems and service delivery capacities and expand outreach to small rural enterprises that are involved in agribusiness and non-farm enterprises through improved rural financing.

3.0     RUFIN wishes to call for Expression of Interest (EOI) from Training Service Providers (TSPs) for Capacity Building for the member based MFIs, Microfinance Banks (MFBs), Financial NGOs, Financial Cooperative and their apexes such as the Association of Micro Finance Banks (NAMB) and the Association of Non-Bank Microfinance Institutions of Nigeria (ANMFIN) in the twelve (12) RUFIN Programme Participating states

4.0     Scope of Work

The scope of work is divided into two broad categories:

(I)      Comprehensive needs assessment, curriculum design, course material development and overall coordination of the project; The training package to be developed should reflect the varying needs of the different categories of participants which cuts across the following categories of Rural Microfinance institutions.

a Category 1: Village Savings and Credit Groups (VSCGs)
b Category 2: Financial Cooperatives
c Category 3: Financial NGOs
d Category 4: Apex Organizations
e Category 5: Microfinance Banks

(ii)     Delivery of training; The potential TSP will use the already developed course materials to undertake the training of eligible institutions that will be selected in the RUFIN States based on the terms and conditions of the assignment.

5.0     You would also require to indicate clearly your areas of comparative advantage in Microfinance training/capacity building and related consultancies in terms of professional qualification of staff of your firm. Among areas of interest in the programme implementation are:

(i)      Design of Banking and Accounting software

(ii)     Design of website

(iii)    Information Communication Technology (capacity building, other applications)

(iv)    Agricultural Value Chain in Rural Finance

(v)     Credit analysis

6.0     Procedure and Eligibility for Expression of Interest

The prospective Training Service Provider (TSP) should possess a track record of success in micro/rural finance institutional training and demonstrate an appropriate mix of faculty members with relevant competencies in delivering the training modules.

Interested applicants should indicate how they will carry out the specific activities in the categories a – e of 4.0 (i) and as listed in 5.0 (i-xx) above by providing the following additional information:

(1)     Corporate profile and evidence of technical capability and verifiable evidence of similar experience in the past

(2)     Brief description of similar project experience

(3)     In the case of consortia, a formal technical cooperation Agreement or MOU

(4)     List of key resource persons available for this project and copies of their CVs plus letters of consent to be part of the bid.

(5)     Concise concept note indicating an understanding of the assignment and how they intend to carry it out and achieve the desired impact in not more than three (3) pages of A4 papers.

(6)     Office address, telephone number and e-mail of key contacts

(7)     Copy of the firm’s certificate of incorporation, tax clearance and audited account for the last three (3) years

(8)     Reference letter from a reputable bank indicating support for the firm

Three (3) hard copies and one soft copy of the Expression of Interest and attached documents should be sealed in an envelope and clearly marked on the left side corner “Microfinance Training Service Providers” (and indicating area of major specialization). Each application should be delivered latest by 12.00 noon, 9th July, 2015 to the address above.
