The Federal Government of Nigeria has received financing from the International Development Association (IDA) and grants from the European Union (EU) towards the cost of the STATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT. Delta State is participating in the project and intends to apply part of the proceeds for consulting services. The State Employment and Expenditure for Results (SEEFOR) project is a multi-sector operation involving Activity Executing Agencies (AEAs) concerned with Public Works in Delta State. The public works component is primarily designed to use private contractors (Small Contractors, Local Artisans and Youth Groups with proven capacity) to implement its activities under the supervision of field-staffs of SPCUs and AEAs. These contractors are expected to use the services of beneficiary youths to provide the bulk of the labor for the implementation of these sub-projects.
The service provider, in close coordination with SPCU, will be responsible for the design and effective and timely implementation of the mentorship package for the beneficiaries of the intensive public works component.
The DELTASTATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are:
(a) A firm with 10 years demonstrable experience in providing entrepreneurial training to public and private sector organizations
(b) Qualified team personnel with not less than 5 years’ experience in providing mentorship on money management and entrepreneurial training to public and private enterprises
(c) The team should be fluent in the use of English language with good writing and reporting skills.
(d) Track record of similar experience in past 3 years
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQS (Consultants’ Qualification Selection) method set out in the Consultant Guidelines.
