Selection of Consultants for Design of Enhanced Business Processes & Change Management Strategy for Institutionalizing Road Asset Management
Request for Expression of Interest
The Federal Government of Nigeria has received a credit from the International Development Association (IDA) for the Federal Roads Development Project and intends to apply part of the proceeds for the consultant services for “Implementation and Mainstreaming Road Asset Management for the Federal Ministry of Works” herein called (“the Services”).
The Services cover the Federal road network (35,000 km) and they shall include but not limited to:
- Conduct “As Is” Institutional Diagnosis, Carry out Process Mapping and Users needs analysis.
- Design “To Be” (Enhanced) Business Processes and Procedures, including writing/updating all related procedure manuals.
- Develop Asset Location Referencing System (ALRS) and related Procedure manual.
- Carry out conceptual system design of the Road Asset Management System (RAMS).
- Design and implement a Change Management Strategy.
- The Services do not include the delivery of the RAMS software nor do they include data collection.
- The assignment must be completed within a period of 24 months from the time of contracting.
The Road Sector Development Team (RSDT) of the Federal Ministry of Works, (FMW) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
- Satisfactory relevant consultancy experience of at least ten (10) years, in similar environments, in successful design, implementation and main streaming of Road Asset Management Systems.
- Availability and suitability of experienced and qualified key personnel, including experts in: Road Asset Management; Pavement and Structural Engineering; Business Processes, Change Management, Corporate and Institutional Strategies, Communication and Coaching, and Capacity Building and Training.
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
Expressions of Interests (EOIs) from Consultants shall include:
- Profile of the Firm/Consortium including joint venture arrangement if any;
- Proof of Alliances/Partnerships (if applicable);
- Capability Profile of all members of the consortium (if applicable);
- Evidence of similar assignment carried out in the past;
- Evidence of availability and suitability of Key Personnel.
- A Consultant will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method set out in the World Bank Consultant Guidelines.
Expressions of Interest must be submitted in five copies (one original and four copies) and a soft copy in a sealed envelope clearly marked “LOT C Design of enhanced business processes & change management strategy”
