Pre-qualification of Contractors to Undertake the Completion of Fire-Fighting Installation at CBN Port Harcourt Branch
Introduction
The Central Bank of Nigeria (CBN) is proposing to undertake under its 2014 budget for upgrade/replacement of facilities in Branches, the completion of the fire-fighting system at the CBN Port Harcourt Branch in order to reactivate it to the required level of functionality. This is also to improve and enhance the Branch’s safety systems
Consequently, expression of interest is hereby invited from specialist Mechanical Services companies to carry out the works.
Scope of Work
The scope of the work includes but not limited to the following;
- Replacement/Repair of defective components of the Sprinkler System (Display panel, Power Panels, Sprinkler Head, Gauges and accessories).
- Replacement/Repair of defective components of the Fire Hose Reel System (Pipes, Hose Reel, Gauges and accessories).
- Reconfiguration of the pump room to accommodate new pumps and panel.
- Servicing of existing pumps and panels and pumps accessories.
- Supply and Installation of 1No diesel pump & relocation of 2Nos existing pumps to the pump room.
- Installation of Hydrant System with associates pipe works and accessories.
- Testing and commissioning of the entire fire-fighting systems
- Training of fire operators and other users
Prequalification Requirement
Interested companies wishing to carry out the above job must submit the following documents along with the expression of interest.
Mandatory (Without which companies will be disqualified)
(i) Evidence of registration with Corporate Affairs Commission.
(ii) Certified true copy of Memorandum and Article of Association.
(iii) Evidence of payment of tax for the last three (3) years as at when due (such evidence should reflect the value of the projects undertaken by the Company in the last three (3) years).
(iv) Certificate of Compliance issued by the National Pension Commission as evidence of fulfilling employer’s obligation to employees with respect to pensions, (note that evidence of compliance issued by PFAs shall not be accepted for this purpose)
(v) Evidence of payment of training contributions to ITF (Industrial Training Fund).
(vi) Evidence of Registration with FRC (Financial Reporting Council of Nigeria).
Others
(vii) Comprehensive company profile.
(viii) Proposed Management team, Organizational Chart, with CV’s of key personnel to be deployed on the Project.
(ix) Evidence of successfully executing projects within the last five years, similar in scope & complexity, and costing not less than N50Million.
(Copies of letters of award & successful completion certificates and supporting reference letters should be attached)
(x) Current Company’s audited statement of accounts for the past 3 years, and duly stamped by a registered Auditor.
(Note that account statements will be compared with submitted tax clearance certificates)
(xi) Proposed method statement for the execution of the project.
(xii) Health, Safety and Environment (HSE) Policy.
(xiii) Quality Assurance Policy (Evidence of ISO Certifications will be an advantage).
(xiv) Evidence of commitment to Local content policy.
(xv) Company’s registered address, functional contact email address, GSM phone number(s) and facsimile number(s).

Application for Expression of Interest, accompanied by the above listed documents should be forwarded in wax sealed envelope boldly marked at the top left comer:
