Invitation to Tender NACA-Global Funds Prevention of Mother to Child Transmission (PMTCT) Media Campaign
The National Agency for the Control of AIDS (NACA), being the Principal Recipient (PR) for HIV/AIDS programs in Nigeria under the Global Fund project, is currently implementing its Round 9 Global Fund HIV/AIDS project titled ‘To scale up comprehensive HIV/AIDS treatment, care and support for people living with HIV/AIDS in all 36 states and the Federal Capital Territory.
As part of efforts to create demand for PMTCT, NACA seek to carry out Mother to Child Transmission (PMTCT) Media Campaign.
Consequently, in compliance with the Public Procurement Act 2007 and International Best Practices, the Agency hereby invites reputable and competent companies to tender accordingly;

Please note that a firm can only apply for one lot, where organizations have competencies
Eligibility Criteria & Expected Contents of Expressions of Interest
To qualify for consideration, interested companies are required to submit the documents listed hereunder. Failure to submit any of the under-listed documents may lead to disqualification of the bid;
- Evidence of incorporation with Corporate Affairs Commission (CAC) of Nigeria including Article of Association;
- Detailed Company Profile and Technical experience/qualification of key personnel, including registered address, name, functional location, Telephone numbers, E-mail address, etc.
- Evidence of Experience in the similar job for the past three years (Attach letter of Award and Certificate of Completion)
- Current Tax Clearance Certificate (2012-2014);
- Evidence of VAT registration and up to date remittances;
- Evidence of membership of relevant Professional Associations.
- Audited Statement of Account for the past three (3) consecutive years (2012 – 2014);
- Evidence of Compliance with the Provision of the Pension Reform Act 2004 as contained in Section 16 (6d) of the Public Procurement Act 2007;
- Evidence of ITF Clearance Certificates;
- For Joint Ventures (JVs) include Memorandum of Understanding (indicating the responsibilities and duties of the individual firms constituting the JV);
- Evidence of Recommendation from Company’s Bankers indicating the financial capability and capacity to undertake the project, if awarded;
- Any other information that would be of advantage to the company.
Note:
(i). The past three (3) years shall be determined to have begun three (3) years prior to the publication date of this advert and will not be altered in the case of a postponement of the deadline for bid submission
(ii). “Successful” shall mean that the relevant contract terms have been met to the satisfaction of the Client.
Tender Documents
Tender documents are obtainable at the address given below between 10am – 4pm Nigerian time Monday – Friday, before closing date, upon payment of non-refundable tender fee of N10,000.00 (Ten Thousand Naira only) for each of the lots in form of Bank Draft payable in favour of National Agency for the Control of AIDS (NACA). Interested eligible bidders may obtain further information from Procurement Unit of the Agency.
Submission of Documents
Completed Financial and Technical Tenders are to be submitted in two (2) separate envelops marked Financial Bid or Technical Bid respectively. Each of the envelopes is to contain one (1) original and two (2) copies of the Tenders respectively.
Both envelopes should be enclosed in a large envelope boldly marked Tender for (Specify LOT) at the topmost right hand corner with the Name, Address and Phone number of the Bidder boldly written at the back of the envelope. Tenders to be addressed and submitted in the Tender Box provided at the address stated below.
Closing of Submissions
Submission of application closes on Tuesday 19th May, 2015 by 12noon, while bid opening will take place same day at 12.00noon at the Conference Hall of the Agency.
Note: Only the Prequalification/Technical Bids will be opened on the date mentioned in this publication. The date of opening of the financial bids will be communicated to the shortlisted bidders
