Invitation for Submission of Technical and Financial Bids for MDGs 2014 Special
Projects (Consultancy Services)
1.0 Introduction
The Federal Government of Nigeria through the Office of The Senior Special Assistant to the President on Millennium Development Goals (OSSAP- MDGs) is desirous of executing MDGs Special Projects in various locations in the 36 states of the Federation and the Federal Capital Territory (FCT). It therefore requires the services of competent State Project Consultants for the supervision of the projects. Each Consultant will be required to supervise Building Construction Projects in the Education, Health, and Community based sectors, water supply and electricity projects, rural access roads, sundry supplies, and any other services that may be assigned by the Client in each State of the Federation and the Federal Capital Territory (FCT).
Suitably qualified and interested Consulting Firms are invited to submit Technical and Financial Bids as follows:
LOT A: State Project Consultants for the supervision of the projects in each of the 36 States of the Federation and the Federal Capital Territory (FCT).
2.0 Eligibility Requirements
a) Evidence of Registration with Corporate Affairs Commission (CAC), namely Certificate of Incorporation and Articles of Association;
b) Tax Clearance Certificate for the last three years, i.e. 2011, 2012 and 2013.
c) Evidence of Registration with National Pension Commission (PENCOM) and Remittance of Pension Contributions of employees for Firms with more than five (5) employees;
d) Evidence of VAT Registration and Remittance to Federal Inland Revenue Service;
e) Detailed Company Profile, including Curriculum Vitae, Academic and Professional Certificates of Professional Staff to be used for the supervision of the projects, their work experience and attestation of their availability,
f) Evidence of experience of Firm in at least three (3) jobs of similar nature and complexity executed within the last three years with verifiable letters of contract awards from recognized Government or other reputable Agencies, evidence of payment and Certificate of job completion;
g) Evidence of Financial capability and letter of reference from a reputable bank;
h) For Joint Ventures, Memorandum of Understanding should be included;
i) Evidence of Firms registration with relevant professional bodies such as ARGON, COREN, CORBON, QSRBN, etc.
j) Full address of firm and contact phone number;
k) Annual Auditors Report for the last three years i.e. 2011, 2012 and 2013;
l) Proposed methodology and work plan i.e. Technical Approach, Work plan and Organisation;
m) Evidence of Registration with Financial Reporting Council of Nigeria.
3.0 Collection of Bids

4.0 Submission of Bids
Technical and financial bids (2 hard copies and 1 Soft copy of each bid) shall be submitted in two different sealed envelopes and labelled “Technical Bid” and “Financial Bid” respectively with the Firm’s name indicated on each Bid and at the back of each envelope. Both envelopes should be sealed and placed in a third envelope marked with the State of interest bidded for at the top right hand corner and the company’s name indicated in the back of the envelope and addressed to:

Suite 201, 2nd Floor, Block, Bullet House,
Federal Secretariat, Shehu Shagari Way,
Central Business District, Abuja.
4.1 The closing date for the submission for all Bids is 12.00 noon, Wednesday 26th February, 2014.
5.0 Things to Note
a) Only Bidders whose Technical Bids fulfill the minimum eligibility requirements will have their Financial Bids considered;
b) No Bids submitted after the closing date will be accepted or considered.
c) Bids that do not have the Company’s name and verifiable address on them will not be considered;
d) The duration of the supervision is for one calendar year;
e) No advance payment will be made;
f) All enquiries should be directed to The Office of the Senior Special Assistant to the President on MDGs at the address in 4.0 above.
6.0 Opening of Bids
All Bids will be opened on Wednesday 26th February, 2014 at Block E Conference Hall, Federal Secretariat Phase 2 at 12.00 noon in the presence of all Bidders who wish to witness it, representatives of relevant Professional bodies and representatives of Non- Governmental Organisation in Transparency and Anti- corruption.
7.0 Disclaimer and Conclusion
The Office of The Senior Special Assistant to the President on Millennium Development Goals (OSSAP- MDGs) will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with any response to this invitation.
