Invitation for Pre-Qualification for the Supply and Delivery of Manufactured 36 & 40 Inch Coated Line pipes for NNPC’s Gas Transmission Pipelines Projects
- Introduction
The Nigerian National Petroleum Corporation (NNPC) intends to procure and store 36 & 40 inch diameter coated line pipes in 2015 for the implementation of gas projects in its Gas Infrastructure Division,
- Line pipes Requirements
The total quantity of line pipes to be procured by NNPC for this project is about 111,000 metric tonnes. The line pipes shall be manufactured in accordance with API 5L (2000) with all applicable specifications as contained in the NNPC tender documents to be provided to pre-qualified bidders. The material shall be carbon steel X70 36”& 40” diameter HSAW pipe and shall be supplied with various wall thicknesses in the range of 15.90 -25.40mm. The pipe shall be supplied in nominal pipe length of 12.5 meters.
Please note that the above pipe lengths may be adjusted (+/-) to suit the finalized o material take off, but for the purposes of this pre-qualification, the quantities above shall be considered as applicable until further notice. All line pipes shall be externally coated in three-layer polyethylene coating and some of the line pipes may also be internally lined with Epoxy coating as defined within NNPC specifications. The tender document containing the line pipe specification and manufacturing specific requirements shall be issued later to bidders who are pre-qualified.
- Description of Scope of Works
The supplier shall carry out the following main tasks:
- Procurement of raw material from approved ISO certified sources
- Fabrication of line pipes in pipe mills duly accredited, certified and approved by appropriate International Certification bodies.
- Quality Assurance/Control throughout the supply chain, procurement, fabrication and coating processes Non Destructive Examination
- Hydro-testing of pipes at the pipe mills
- External coating of pipe with 3 layer polyethylene and Internal lining with Epoxy in an approved pipe coating yard
- Inspection and Testing at all stages of the works in compliance with approved Quality Assurance and Manufacturing Plans.
- To manufacture pipe with constant Internal Diameter in order to achieve constant ovality
- Delivery of Ex Works including shipping from manufacturing point to a designated location within the port of discharge in Nigeria.
- Transportation of pipe from pipe mill/coating plant to a designated pipe yard; location to be advised by NNPC.
- Some specific quantities of line pipes could be allowed to be imported into Nigeria from identified pipe mills adjudged compliant with the FGN in-Country Capacity Development Initiative (CDI),
- Clearing of the line pipes from the port of discharge and paying all applicable fees and charges (payment of customs duties only to be undertaken directly by NNPC).
- Supplier shall deliver the coated manufactured line pipes to NNPC designed inland pipe yard(s) and shall stack and protect the line pipes in the manner prescribed by NNPC.
- Supplier may be required to also maintain custody of the line pipes in the designated pipe yards and manage the pipe yards for a period of time after delivery and thereafter transfer custody of the line pipes to NNPC or its designated third party contractors.
- Suppliers shall nominate for NNPC’s approval ail agents involved in the clearing and handling of imported materials including agents for facilitations, transportation/haulage, port clearing etc.
- NNPC shall require the successful vendor to employ the services of an accredited International Third Party Inspectors (TPIs) approved by NNPC for the inspection of manufacturing, transportation and storage of line pipes until final transfer to NNPC.
- Proposed Contract
The line pipe supply contract will be between NNPC and the supplier (NNPC shall have the right at any time to assign the supervision of the works to a third party EPC contractor or consultant).
- Tentative Time Schedule
NNPC plans to award the Contract in Q2 2015
- Contracting Strategy
NNPC plans to award line pipe supply contract to established pipe mills in Nigeria or mills that have demonstrable evidence of establishing a Pipe mill in Nigeria.
Also the contract may be awarded to pipe mills that have invested in the establishment of pipe mills in-country or those who have been previously inspected and accredited for the purpose on manufacturing line pipes for the Nigerian oil and Gas industry.
The criteria and the selection processes for bidders for the procurement of line pipes shall be conducted in line with the provisions of extant laws on public procurement and Nigerian Content.
Furthermore, in accordance with Federal Government backward integration policy in the manufacturing sector of the Nigerian economy, considerations may also be given to applicants that demonstrate plans to utilize established pipe mills in-country and/or investors that have credible and verifiable plan to establish pipe mill locally and have made measurable progress towards setting up a pipe mill in-country.
Important Note
NNPC is engaged in a process to pre-qualify ONLY serious and ISO certified line pipe manufacturers and coaters and will not subscribe to the services of brokers, middlemen, or commissioned agents of any type in connection with this tender hence such brokers, middlemen, or commissioned agents need not respond to this publication.
- Mandatory Requirements
Tenderers are required to include the following information in their submission:
- An abridged Company profile containing evidence of similar jobs undertaken within the last 5 years
- Evidence of 2014 pipe mill quality and safety certification by international certification agencies
- Sources of certified prospective steel coil manufacturers for the purpose of this contract
- Tax Clearance Certificates for the last three (3) years 2012, 2013 and 2014
- Company’s audited financial reports for the last three (3) years, 2012, 2013 and 2014
- For locally established companies, Company Registration Certificate from Corporate Affairs Commission
- Evidence of current registration with NNPC, DPR, and NIPEX
- Where in partnership with a foreign pipe mills, evidence of the partnership agreement
- Demonstrable plan to utilize established pipe mills in-country and/or investors that have credible and verifiable plan to establish pipe mill locally and have made measurable progress towards setting up a pipe mill in-country.
