Tender Title: Contract for Facilities Maintenance Services (Flow Station Painting) in OML 30
Introduction:
NPDC has the intension to carry out maintenance painting of its asset in OML 30. Therefore, reputable and competent Companies are by this advert invited to submit Prequalification package for the proposed Contract for Facilities Maintenance Services (Flow Station Painting) in OML 30. For the purpose of this Tender, preference would be given to Nigerian Companies that possess the Financial and Managerial (Project Management) capacity, Technical capability and cognate experience in the applicable service categories; these would also form the basis of evaluation.
Only successful Companies will be invited to submit tenders for the works.
Scope of Work:
The proposed scope(s) covers surface facility maintenance painting services of the various flow stations and compressor stations in OML 30 (Olomoro, Afiesere, Kokori, Oroni, Eriemu, Evwreni, Oweh and Uzere) as listed but not limited to the work items listed below.
- Mobilization of Equipment, Materials and Personnel.
2. Manual Surface Preparation (by cleaning dirt, rust mill scale, defective existing plant work etc).
3. Chipping off corrosion scales on all surface facilities
4. Degreasing/washing with power washing machine and fresh water, abrading with sand etc.
5. Provision of Maintenance Paints (Alkyd Marine Primer/Intercoat/Enamel, Inorganic Zinc Primer and Heat Resistant Aluminium etc)
6. Painting of all Platform facilities surfaces (Such as Vessels, Flare Knock Out, Pumps, Manifolds, Handrails etc)
7. Provision and Maintenance of Logistics for purpose of work execution.
8. Provision of/Carry Out Stencilling of Facilities
9. CASHES/FTO
10. Demobilization of Equipment, Materials and Personnel.
The Minimum Required Capability shall be as Follows:
- Evidence of COREN registration and other relevant bodies.
ii. Detailed company profile including organizational structure, key professional staff with good knowledge in the applicable services.
iii. Verifiable evidence of having successfully executed similar works for the last three (3) years. Provide details of such works which are considered relevant in demonstrating ability to successfully undertake the applicable services.
These should include:
- Title and brief description of such projects
- Client
- Scope of services preformed
- Date of Award of contract
- Contractual duration for execution
- Actual period of execution
- Reasons for discrepancy between the two above if any.
- Nature of Contract (Fixed lump sum, reimbursable etc)
- Name and address in clients company for each referenced project (provide telephone numbers and email address for quick reference)
- Copies of completion certificate of completed project or evidence of progress of on-going projects to be attached.
11. For joint venture or partnership, the previous experience being claimed must include those executed by joint venture for the partnership.
12 Any other information that could attest to the ability of company to perform the applicable services.
Contracting Strategy:
1. Only companies that fulfil the above requirements and also pass the technical evaluation exercise which shall be performed on the basis of an approved Technical Evaluation Criteria shall be invited to submit commercial bids.
2. Technically qualified companies that shall participate in the commercial phase will provide commercial bids for all Eight (8) facilities.
3. However, no bidder will be awarded more than two (2) facilities at the lowest bidders price

Tender Submissions Requirements:
To qualify for consideration and in line with the Nigerian Content Development policy, interested, suitable and reputable companies or consortia (which may comprise both Original Equipment Manufacturers/suitable Multinationals and Nigerian/indigenous service providers) are required to submit the following documents. Failure to submit any of the under-listed documents for each member in the case of consortia may result in the disqualification of the individual member and entire consortium.
- Full details of Company profiles, including details of ownership of each alliance member if Contractor is a consortium or alliance.
2. For a tendering consortium or alliance, evidence of legally binding agreements between members of the consortium, providing detailed listing of the specific set(s) of services that each member of the consortium will be primarily responsible for or assigned within the overall tender work scope.
3. Copy of Department of Petroleum Resources (DPR) registration certificate in relevant area.
4. Evidence of registration into the Nipex Joint Qualification System (JQS)
5. Documentary evidence of incorporation as limited liability Company in appropriate jurisdiction as well as evidence of registration to conduct business in Nigeria.
6. Income tax clearance certificate for current year and three years back
7. Evidence of financial capability, Company’s financial details and audited accounts over the last three (3) years (audited accounts report shall be from a registered accounting firm).
8. Organization structure, available manpower with a list of key professional staff with their CV. CVs shall be those of key personnel that would work on this project and who are key to the successful execution of the work, detailing educational and experience level and industry certification attained.
9. Provide in detail Company’s Health, Safety, Environment & Security policy and management systems, including evidence of any internationally recognized accreditation (e.g. ISO 14001).
10. Provide Security and Community relations’ management proposal, giving in detail how your Company has successfully handled security and community related issues in the past and propose to do so for the said project.
11. Details of company QA/QC programme, including evidence of any internationally recognized accreditation (e.g. ISO 9000).
12. Evidence of past relevant experience and successful performance in the provision of similar services.
13. Any additional information that may enhance the potential of the company.
Nigerian Content Development:
Pursuant to NPDC (NNPC) and Federal Government Policy to provide opportunities for Nigerian contractors and the development of local expertise, all the applicants must comply fully with the NOGICD Act to give preference to Nigerian companies or foreign companies with Nigerian affiliate and local ownership, which demonstrate willingness to execute the project to the satisfaction of the Nigerian Content requirements and guidelines. Each applicant is enjoined to avail themselves of the requirements of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act for full compliance.
Nigerian Petroleum Development Company (NPDC) is committed to fully comply with the requirements of the NOGICD Act. In maximizing the local content of this project, pre-qualifiers are requested to give full details of their strategy for the local content implementation in order to comply fully with the law.
Specifically the Contractor shall:
- Ensure that 50% of the equipment deployed for execution of the work is owned by Nigerian Company or Nigerian Subsidiary with clear and documented evidence of ownership.
- Provide full details of company profile and ownership, “Form C02” and “Form C07” of the Corporate Affairs Commission.
- Furnish company NC policy/strategy. Demonstrate awareness of legislative & regulatory provisions as it concerns Nigerian content.
- Provide evidence that the company is COREN registered.
- Provide evidence of registration into the NOGICD Joint Qualification System (NOGIOQS).
- Provide detailed Company Organogram, list of proposed workforce and CVs of all staff from intermediate level and above.
- Provide statement of the name and location of the Nigerian Bank and any other financial institution engaged (this should also include the responsibility and scope of engagement with the Nigerian financial institution).
- Provide verifiable information on name and location of Nigerian Legal service providers.
- Provide verifiable information on name and location of Nigerian Insurance service providers.
- Provide details of Company’s Nigerian Content Manager (if any) with appropriate experience, qualifications, clear responsibilities & targets.
- Make commitment to transfer technology, employment generation and competence development.
- Provide evidence of an understanding of the local business environment & existing relationships with Nigerian enterprises & suppliers.
- Provide evidence of success in nurturing Nigerian Content on previous projects.
- Make available existing initiatives to develop Nigerian affiliates (For companies not resident in Nigeria).
- Provide evidence of an existing/established presence in Nigeria or plans to establish a presence.
- Provide location(s) of Project Management team and Procurement centre for the subject project
- Identify Nigerian scope of work as a percentage of the total work scope.
- Provide project specific Human capacity development training exaction plans for Nigerians.
In compliance with NOGICD Act requirements for Research & Development, the following should be noted:
- All Operators or project promoters in the Oil and Gas industry launching service contracts or other applicable projects with completion period of 12 months and above shall provide R&D implementation arrangement with at least one applicable R&D cluster approved by the Board as part of the Operator’s Nigerian Content Plan for the project or service. The arrangement shall be in the form of a Memorandum of Agreement (MOA) and indicate how the Operator will deploy the Cluster for any R&D requirements during the contract phase and the first five years of the service life of the field, facility or plant.
- All Operators are to include in their ITT documents, a requirement that any service company bidding for such a project shall submit as part of Nigerian Content requirement, a signed MOA between it and one of the R&D Clusters relevant to the project. All service companies are required to sign an MOA with any of the research Clusters. The MOA shall indicate how the service company intends to use the relevant research Clusters during project execution to the satisfaction of the Board. The MOA shall form part of the documents to be reviewed at technical evaluation stage.
Submission of Pre-Qualification Package
Three (3) sets of the tender response documents by respondents shall be submitted and shall be sealed and marked: “Confidential: Technical Tender Submissions: Contract for Facilities Maintenance Services (Flow Station Painting) in OML 30”. Ref: 3V/OMLs26/30/TD/0514/0048A
In addition to the hard copies, two electronic (CD ROM) copies of the pre-qualification submissions shall also be submitted.

Closing Date:
All responses must be submitted not later than 3:30 pm. on or before 21st July 2014.
Incorrectly addressed or labelled submissions, and those received after the specified date and time shall be rejected. In all correspondence, please quote the Tender reference and title shown above.

- Notwithstanding the submission of the pre-qualification information, NPDC is neither committed nor obliged to include your company on any bid list or to award any form of contract to your company and/or associated companies, sub-contractors or agents.
- Only short-listed companies having similar past experience shall be invited for commercial tendering
- NPDC will not enter into correspondence with any company or individual on why a company was short-listed or not short-listed.
- All costs incurred by respondents as a result of this tender and any subsequent request for information shall be to respondent’s account.
