Call for Expression of Interest
African University of Science and Technology, Abuja is the first of the world class institutions established by the Nelson Mandela Institution for knowledge building and the advancement of Science and Technology in Sub-Saharan Africa, The institution is to provide a critical mass and ensure a continuing supply of outstanding scientists and engineers to accelerate the development of the region. The institution has already opened to students from 18 African Countries with support of various sponsors and partners including the World Bank Group, African Development Bank, ECOWAS and African Capacity Building Foundation. The initiative in Abuja has been supported by the Federal Government of Nigeria along with other private and public sector organizations from all over the world, including IIT Bombay, Foundation 2iE, Nigerian National Petroleum Corporation (NNPC), Globacom, Zenith Bank, Jawaharial Nehu Center for Advanced Scientific Research (JNCASR), Jenner and Block, AUBURN University, Guaranty Trust Bank (GTB), ICTP, AIMS, Gulf of Guinea Institute, Petroleum Technology Development Fund (PTDF), Federal Capital Territory Administration and the United Nation University has contributed immensely to the Abuja project.
In line with the visions of the founding fathers, the Board and Management of the University has been working on the implementation and development of The African University of Science and Technology Abuja (Master Plan) on the permanent site situated along the airport road and institutional district spanning over two hundred and forty hectares (2,400,000sqm) of land within Phase III of-the Federal Capital City.
African University of Science and Technology, Abuja, hereby invites competent and registered Developers to submit Expression of Interest for the under-listed projects:
(A) Build, Operate and Own (BOO) Concession for Development of a High-Capacity Power Plant within the University
(i) Build, Operate and Own (BOO) Power Generating System
(ii) Build, Operate and Own (BOO) Liquefied Natural Gas Piping System
(B) Build, Operate and Own (BOO) Liquefied Petroleum Gas Piping System
(C) Build, Operate and Own (BOO) Internet and Telecommunication Systems
(D) Build, Operate and Transfer (BOT) Development of a fire Station
(E) Build, Operate and Transfer (BOT) Experimental Farm and Plant Nursery
(F) Build, Operate and Transfer (BOT) University Restaurant
(G) Build, Operate and Transfer (BOT) Nelson Mandela -Square, Pavilion and Auditorium
(H) Build, Operate and Transfer (BOT) Concession Agreement for Development of an internal University road to residential apartments
(I) Build, Operate and Transfer (BOT) Concession Agreement for Development of Students Hostels and Recreational Facilities within the University
(J) Build, Operate and Transfer (BOT) Commercial Centers, Business Suites and Malls
(K) Build. Operate and Transfer (BOT) Concession Agreement for the Development of Hotel and Conference Center
(L) Build, Operate and Transfer (BOT) Development of a Recreational Club
(M) Build, Operate and Transfer (BOT) Development of a Science Museum
(N) Build, Operate and Transfer (BOT) Development of an Urban Park and Square
(O) Build, Operate and Transfer (BOT) Mini Water Works and Treatment-Plant.
Pre-Qualification Requirements
Application for pre-qualification for A – H above should be accompanied with the following:
(i) Evidence of incorporation of the company with the Corporate Affairs Commission (CAC) including Articles and Memorandum of Association of Company.
(ii) Evidence of Tax Clearance.
(iii) List of similar projects successfully executed (or being executed) within the last three years including copies of letters of award, completion certificates of valuation where projects are currently on-going.
(iv) List of relevant contractors, vendors and partners required to undertake the project.
(v) List of key personnel to be engaged on the project stating their roles, designation, qualifications and experience and where professionals, attach their professional certificates.
(vi) Copy of Audited Accounts for the last three years duly endorsed by a Chartered Accountant.
(vii) A sworn affidavit certifying that all the information and documents provided are true.
In addition to the above, applications for construction projects must include evidence of registration with appropriate regulatory authorities.
Submission of Pre-Qualification Documents
The pre-qualification documents must be in a sealed envelope clearly marked “Pre-Qualification to Tender for (selected projects in A-O)” on the left-hand corner and addressed to:

All applications must be received on or before 16th February 2015. All expression of interest will be opened on the same day at the AUST and satisfactory applications will be pre-qualified.
NB: This is not an invitation to tender. Only pre-qualified, companies will be invited to tender for the project(s)
