Invitation to Tender for the Execution of 2013 Capital Projects
Please recall our early Technical and Financial advertisement of Monday July 29th 2013 for the procurement of various Works under the 2013 Capital Budget as listed below-
Lot 1: Construction of Ultramodern Auditorium at Federal Teaching Hospital Abakaliki.
Lot 2: Construction of 200 sitting capacity Lecture Hall at Federal Teaching Hospital Abakaliki.
Lot 3: Construction of Modern Library at Federal Teaching Hospital Abakaliki.
Lot 4: Expansion of Surgery Theatres at Federal Teaching Hospital Abakaliki.
2. Federal Teaching Hospital, Abakaliki wishes to emphasis that the Technical Bids will on Monday, 16th September, 2013 by 12noon as earlier stated in the advertisement.
3. Interested bidders are therefore expected to submit their technical documents as earlier advertised. Required documents are:
Mandatory Requirements without which a Bidder shall be Disqualified:
Prospective bidders are required to submit the following documents:
i. Certificate of Incorporation/ Evidence of Registration with the Corporate Affairs Commission(CAQ).
ii. Evidence of Certification /Exemption from PENCOM in accordance with the Pension Reform Act, 2004 including evidence of remittances of Employees’ Pension Contributions/ Deductions.
iii. Evidence of Tax Clearance Certificates for the last three years, (2010, 2011& 2012) corresponding to declared turnover.
iv. Evidence of VAT Registration with TIN No and past remittances for the last 3 years.
v. Evidence of contribution/Remittance of 1% of Annual Total Emolument accrued to members of staff of the company payable to ITF.
Other Requirements:
vi Company Audited Accounts prepared by a reputable Chartered Accounting firm for the last three years (2010,2011 & 2012) showing annual turnover.
vii. Evidence of Technical Capability and list of registered professionals for Construction/Renovation works.
viii. Evidence of registration with relevant Professional Bodies such as COREN etc for Lots 1-4.
x. Verifiable list of similar jobs successfully executed in the last three years including letters of award of contracts, project costs, job completion certificates and payments (please provide contact addresses of the Clients who may be contracted for reference).
xi. Evidence of Financial Capability to execute the Projects(Bank Guarantees from reputable banks will form part of the evaluation criteria).
4. Qualified Bidders at the end of the evaluation of the Technical bids will be invited for the Financial Bid exercise on payment of the sum of N30,000.00 (Thirty Thousand Naira) only. Four weeks will then be allowed for the Financial Stage.
5. Submission of Tender Documents
The Technical Proposal (three sets of hard copy and 1 soft copy) shall be submitted in a sealed tamper proof envelope and labeled “Technical Proposal”. The envelope should bear the “Project Name” and Lot No. at the Top Right Hand Corner of the Envelope and addressed to:

ii. The document should be deposited in the Tender Box at the Office of the Chief Medical Director. Company name should also be written at the reverse side of the envelope. Closing time for all submissions shall still be on or before Monday 16th September, 2013 at 12.00noon prompt. Late submissions shall not be entertained.
6. Opening:
Technical Bids shall be opened in public at 12.00pm same day at the Federal Teaching Hospital Abakaliki, Opposite Mobile Police Barracks, Abakaliki, Ebonyi State. All Bidders and/or their Representatives, Relevant Professional Bodies and NGOs are invited to witness the public opening exercise accordingly.
