Invitation for Technical and Financial Tenders for the Execution of 2014 Capital Projects
- The Federal Government of Nigeria has allocated funds to the Ministry of Petroleum Resources in the year 2014 Appropriation for the procurement of goods, works and services for the execution of policies, programmes and projects towards achieving the mandate of the Ministry.
- Accordingly, the Ministry of Petroleum Resources hereby invites qualified interested and reputable Vendors, Contractors, Original Equipment Manufacturers (OEMs) and Service Providers to tender for both Technical and Financial Bids for the procurement of the following Goods, Works and Services appropriated under various Departments of the Ministry in the year 2014 Appropriation as specified below:

6 | Lot 6 | Actualizing and implementing E -Govt, for Processes and Procedures in the Petroleum Sector. |
7 | Lot 7 | Establishment of E -Design Centre and Optimization of Existing Oil & Gas Infrastructures for Proper Policy Formulation |
8 | Lot 8 | Construction/Provision of Office Buildings DPR HQTERS, Abuja. |
- Qualification Criteria and Requirements
In order to be considered, interested companies should submit tenders/bid documents accompanied with the following:
- Evidence of registration with the Corporate Affairs commission;
- Provide detailed Company Profile;
- Evidence of compliance with the Pension Act;
- Company Audited Accounts for the last 3 years;
- Evidence of Tax Clearance Certificate (2011 – 2013) verifiable from the Federal Inland Revenue Service (FIRS);
- Evidence of Contribution to the Industrial Training Fund (ITF);
- Evidence of registration with PENCOM;
- Evidence of registration with Nigeria Social Insurance Trust Fund (NSITF);
- Evidence of VAT registration and VAT remittance for the past 3 years;
- Letter of Financial Capacity and Banking Support;
- Presentation of Bank draft of non-refundable fee of N20.000.00 (Twenty Thousand Naira) only in favour of the Ministry of Petroleum Resources;
- Evidence of 2 – 3 similar jobs previously executed or currently being executed (including copies of Letter of Awards, Completion Certificates, Payments);
- Evidence of Registration on National Database of Contractors, Consultants and Service Providers (CGSPs);
- Any other document(s) to support the qualification and tender documents as may be contained in the Standard Bidding Document.

Prospective Bidders shall collect Standard Bidding Document upon a written application addressed to:

Collection of bids for consultancy and expression of interest are at no cost. Terms of Reference (TOR) are provided in the bidding documents.
5. Submission of Tender Documents
Completed Technical and Financial bids are to be submitted in three (3) copies each which will include one (1) original and two (2) copies. Each of the documents should have two (2) separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid” both sealed in a third envelop marked with the appropriate Project Title and Lot No. at the top right hand corner and addressed as below and submitted not later than 12:00 noon, Tuesday 26th August, 2014.

The completed and sealed bidding documents are to be submitted at Block D, Room D.05.29, 5th Floor, NNPC Towers, Abuja.
- Opening of Bids
Technical bids will be opened publicly immediately after the expiration of the deadline for the submission of bids at the Ministry’s Conference Room at 6th Floor, Block D, NNPC Towers, Central Business District, Abuja on Tuesday, 26th August, 2014 at 12 noon. Please note that only pre-qualified bidders will be invited to witness the opening of the Financial Bids at a later date. However, relevant NGOs, and CBOs are Invited accordingly.
- Please Note
- Contravention of the conditions in paragraph 3 (i – xiv) could lead to disqualification of bids and on no account should bidders combine Technical and Financial Bids in the same envelop;
ii. Late submission of bids will be rejected.
iii. Bidders are free to bid for all the packages, but shall not be offered more than two (2) Lots for award of contract.
- Any bid above N100,000,000.00 for Goods, Services and N300,000,000.00 for works must be accompanied with Bid Security of 2% of the Bid Price.
- All the requirements stated in Paragraph 3 (i – xiv) shall be enclosed in the Technical envelop.
