Request for Applications (RFA) to implement increasing Care Seeking Behavior in Nigeria for Childhood Illnesses in Kebbi & Benue States, Nigeria

Pact Nigeria is pleased to release this Request for Applications (RFA) announcing the availability of subgrant funding for local civil society organizations including non-governmental, community and faith based organizations (NGOs, CBOs, and FBOs) to implement Increasing Care Seeking Behavior in Nigeria for Childhood Illnesses- (ICARE project) in Kebbi and Benue States.
Funding Eligibility
Under this RFA, only Civil Society Organizations (NGOs, CBOs, and FBOs) with experience implementing activities related to Increasing Care Seeking Behavior in Nigeria for Childhood Illnesses- (ICARE project) in Kebbi and Benue States, are eligible to apply.
Applicant organizations must:
(a) Have physical presence in Kebbi and Benue States
(b) Be legally registered with the relevant authorities i.e. Corporate Affairs Commission or Kebbi and Benue States registration agencies as a non-profit organization.
It is estimated that 7 grants (4 in Kebbi & 3 in Benue) will be issued from this RFA and grants will be up to NGN 8,000,000.00 per organization. The number of awards and amount of funding available is subject to change.
The ICARE project will fund activities for a period of 12 months. The estimated start date of funding is September 2015.
Pad anticipates the grants will be made as fixed amount awards (FAA). A fixed amount award (also known as a fixed obligation grant) provides funding via fixed payments once verifiable milestones are met.
Pact will not fund the following organizations under this RFA:
- Public International Organizations (such as United Nations entities) and government agencies, for-profit organizations, or organizations that are not registered in Nigeria.
The Application Process
Interested organization must send an email requesting the Application form template, proposal template, and RFA instructions to Abdul Doma at adoma@pactworld.org or Aisha Kagara at akagara@pactworld.org . These can also be downloaded at http://www.pactworld.org/procurement . Each applicant organization must submit the completed application form including the technical proposal using the guidelines provided by Pact.
Submissions: All completed applications/proposals must be delivered to Pact Nigeria Office on or before Monday, August 17, 2015 5pm Nigerian time. At Pact’s discretion, late applications may not be considered. Please read the guidelines in the RFA for more information on submission process.
Pre-bidders Meeting: All interested applicants are invited to attend the Pre-Bidders’ Meeting on August 6, 2015 from 10:00am – 1:30pm. The meeting will clarify program activities and provide the opportunity to ask questions and receive feedback on the ICARE project and proposal process. Pact Nigeria Kebbi Office: State Primary Health Care Development Agency (SPHCDA), #21 Emir Haruna Road, Birnin Kebbi Please Note: Participants are responsible for their costs including travel to and from the venue as well as other associated costs. Pact/ICARE Project will only manage the meeting costs and refreshments will be provided during the meeting.
Waiver:
Distributing this guidance does not mean there is any commitment on the part of Pact Nigeria to fund an applicant, nor does it mean that Pact Nigeria will pay for any costs incurred by any organization in the process of submission of an application. Furthermore, Pact Nigeria reserves the right to reject any or all applications, or to award a grant without further discussion or negotiations if it considered being in the best interests of the project. Final awards will be made based on availability of funds to Pact. Pact reserves the right to recall this solicitation at any time or adjust the terms to meet project needs and resource availability.
