Expression of Interest for Interested Individuals, Groups and Organizations to Implement the Innovation of new and better-fit Approaches to Service Delivery and Accountability in Some LGAs of Kano, Kaduna and Jigawa States, Nigeria.
Background:
Mobilizing for Development (M4D) is a 5 year local governance’ programme funded by the Department of International Development (DFID) and implemented in 8 LGA across Kano, Kaduna and Jigawa states by a consortium of partners led by GRM International. M4D is DFID Nigeria’s contribution to strengthen demand and supply side actions to improve governance and the experience of service delivery at the local level towards achieving the MDGs + in the areas of health, education, water and sanitation and livelihoods. M4D is scaling up technical and capacity support for local government authorities (LGAs) and local-level civil society and community-based organizations (CSOs and CBQs).
M4D’s overall outcome is: policy makers and service providers are more responsive and accountable to citizens’ better articulated demands and entitlements, especially socially excluded groups including adolescent girls and people with disabilities (PWDs). M4D is achieving this via:
- Strengthening communities to engage;
- Promoting the inclusion of excluded groups:
- Supporting better delivery of services and accountability;
- Nurturing innovative ‘better-fit’ approaches to service delivery and accountability
- Spreading and sharing Ideas that works.
Against this background, M4D is seeking Expressions of Interest (EOI) from CBOs, Individuals, Groups, CSOs and NGOs with demonstrated experience, commitment and capacity to work within communities in the 9 LGAs Namely: Garun Malam, Sumaila and Dawakin Tofa, LGAs in Kano State: Miga Malam Madori, and Ringim LGAs in Jigawa State; and Kudan, Igabi and Kachia LGAs in Kaduna State – to identify and carry out proposals on innovative ‘better-fit’ approaches to service delivery and accountability leading to M4D’s overall outcome.
A poof of funding to support and nurture these innovations are central to being able to pilot and test these ideas. An amount of up to N 4,000,000 is available for each particular Innovative better-fit approach. While not ‘grants’ per se, the directed targeting of resources around innovative ideas offers the opportunity to test and find successful ones that have the capability of scale and spread.
M4D will use ‘directed granting’ as a mechanism to support these innovations.
Submission:
Interested applicants are required to submit the following;
I. A brief EOl tetter on letterhead of the organization.
II. Problem Analysis: Explain the community need or problem, based on objective sources of information (identify your sources). The community need/problem should be in line with M4D’s overall outcome and five outputs.
III. Grant Objectives: Present your project goals and objectives, the intended beneficiaries (specify who, disaggregate by age and sex, and how many) and how results will be measured. Remember M4D’s overall objective and five Outputs.
IV. Activities to achieve the expected results: Describe the main activities you will take to complete your project indicating how the beneficiaries are involved in your project and identify if, and how, the benefiting community has confirmed that it would like the activity to take place.
Activities must be in fine with M4D’s overall objective and five outputs.
V. Grant Monitoring: Briefly summarize how you will monitor the implementation of the project and what indicators you would use to show success. Indicators reflect disaggregation by age and sex Remember M4D’s overall objective and five outputs
VI. A grants Budget using the template provided with the RFA.

Closing Date
Please submit EOls as soon as possible but no later than 26th May, 2015.
Selection Process:
EOls will be reviewed as they are received. Individuals, Groups and Organizations whose submissions reflect work focus, experience, and capacity requirements in accordance with the evaluation criteria outlined in the RFA will be contacted by M4D for further consideration.
Special consideration will be given to women and persons with disabilities who submit EOls.
