Request for Expression of Interest (EOI) – Consultancy Services for the Conceptual Design and Preparation of Output and Performance-Based Road Contract (OPRC) Bidding Documents for Phase II Rural Roads in Kaduna State
The Kaduna State Government has received a credit of from the International Development Association (IDA) towards the cost of the Rural Access and Mobility Project (RAMP 1) in Kaduna State and it intends to apply part of the proceeds for consultancy services.
Consultancy Services for the Conceptual Design and Preparation of Output and Performance-based Road Contract (OPRC) Bidding Documents for Phase II Rural Roads in Kaduna State. The overall objective of the Consultancy services is to assist the Kaduna State Ministry of Works and Transport (MoW&T) to carryout engineering studies, including preparation of bidding documents, needed for OPRC implementation and provide cost estimates for all works (rehabilitation, improvement, emergency and maintenance works) for rural the road network in Kaduna State. The firm will also prepare sample TOR for the design, management and monitoring of a civil works (OPRC) project implementation inclusive of project document control system. The assignment should be completed within a period of 5(five) months.
The MoW&T now invites eligible qualified consulting firms to express their interest in providing the services for 550km rural road network in the State. Interested consulting firms shall give a brief understanding of the type of services proposed: provide their profile and information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The firms are expected to submit one original and four (4) copies of the expression of interest (including a CD ROM containing the documents) in
a sealed envelope clearly marked “Consultancy Services for the Conceptual Design and Preparation of Output and Performance-based Road Contract (OPRC) Bidding Documents for Phase II Rural Roads in Kaduna State.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January, 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 1.9 of Consultant Guidelines.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
