Contract for Rehabilitation and Expansion of Distribution Network in Lagos Service Area 2 – Victoria Island
The Lagos State Government has received financing from the World Bank / Agence Francaise de Developpement (AFD) toward the cost of the 2nd National Urban Water Sector Reform Project (2NUWSRP), and intends to apply part of the proceeds toward payments under the contracts for Rehabilitation and Expansion of Distribution Network in Service Area 2 -Victoria Island Zone (Contract No: LSWC/2NUWSRP/NCB/WKS.090)
The Lagos Water Corporation (LSWC) now invites sealed bids from eligible bidders for:
Replacement of Asbestos Cement (AC) and Cast Iron pipes with High Density Polyethylene (HDPE) Pipes of different sizes, totalling 2,670meters; Rehabilitation of Asbestos Cement (AC) and Cast Iron pipes of total lengths ranging between 3,000 and 10,000meters as may be required Extension of existing distribution network with HDPE pipes of different sizes totalling 39,097 meters; Supply and installation of: 1no. ND 400mm and 4nos. ND 315mm battery powered electromagnetic or ultra-sonic zonal meters; 2,311nos. ND 20mm pre-paid domestic water meters; l00nos. ND50mm and 50nos. ND100mm pre-paid bulk water meters; 150nos. Isolation valves of different sizes ranging from ND110mm to ND400mm including air valves and wash-outs;. Supply and installation of 140nos. Pillar Fire Hydrants and 63,400meters of metallic wire-tape pipe tracker.
A margin of preference shall not apply.
Qualification Requirements
The minimum qualification requirements for the Contracts are as follows;
Financial Resources (Minimum) – USD2.0Million or N400, 000,000.00 Average Annual Construction
Turnover – USD12.8Million.00 or N2.5Billion other specific work experiences required include:
(a) Laying of 30km High Density Polyethelene (HDPE) pipes;
(b) Installation of 3,000nos. pre-paid water meters;
(c) Butt-fusion or Electro-fusion jointing method experience; 800nos.
(d) Horizontal Directional Drilling of up to 0.8km distance; and
(e) Supply and installation of isolation valves, air valves, fire hydrants e.t.c.
Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines; Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Procurement Guidelines, Revised May 2011, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

A complete set of bidding documents in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of N50,000.00 (Fifty Thousand Naira) or US$250 (Two Hundred and Fifty US Dollars only). The method of payment will be by Cheque or Bank Draft in favour of Lagos Water Corporation. The document will be picked-up at the address below. However, courier services may be used for overseas delivery at the Bidder’s expense.
Bids must be delivered to the address below on or before 12noon, 5th May, 2015. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 12noon, 5th May, 2015.
Bids must be accompanied by a Bid Security, which shall be a Bank Guarantee in the amount of N32,000,000.00 (Thirty Two Million Naira) only or USD160,000.00 or equivalent in a freely convertible currency.
