Invitation for Expression of Interest: Technical Support for Quality Improvement in Selected Health Facilities and Institutions in Enugu and Lagos States
The Partnership for Transforming Health Services (PATHS2) project is a 6-year national program funded by the UK’s Department for International Development (DFID) to lead health systems strengthening efforts in Nigeria.
The PATHS2 project has developed a service delivery strategy which seeks to enable PATHS2 implement and evaluate a costed, affordable and replicable PPP service delivery model in urban and rural settings and provide a realistic and sustainable, state-led Quality Improvement (QI) approach developed in close collaboration with relevant stakeholders from public and private sectors in Lagos and Enugu
PATHS2 is therefore seeking a firm to provide short term technical assistance to support Enugu and Lagos state teams to meet milestones and deliverables especially related to quality of care.
Expected Outputs:
- A concept note for PATHS2’s support for Quality Improvement in Lagos and Enugu states developed
- Improved capacity of government institutions and private sector organizations to implement a sustainable quality improvement initiative
- Baseline, milestones and targets for PATHS2’s log frame indicator on quality of care defined
- A system of continuous QI for public and private facilities in Lagos and Enugu developed/strengthened
- Capacity of health providers in selected facilities built on the use of service charters
- A client feedback system strengthened in focal LGAs
Specific Tasks:
- Conduct a mapping exercise of stakeholders supporting QI initiatives in Enugu and Lagos and the various strategies they implement
- Organize a strategic meeting of key stakeholders from public and private sectors to develop a realistic and sustainable QI approach for Lagos and Enugu
- Develop a QI strategy for PATHS2
- Identify baselines and set milestones and targets for PATHS2 log frame outcome indicator 8: “Average quality score for maternal and child health services in public and private health facilities in Lagos and Enugu”
- Review existing linkages between professional regulatory bodies and state facility licensing/monitoring agencies and identify modalities for strengthening or leveraging QI to improve services offered by providers
- Develop or review quality of care standards for assessing and rating facilities and providers by regulatory agencies
- Work with PATHS2 state teams and stakeholders to pilot a continuous QI approach in selected LGAs that can be scaled up and sustained by Enugu and Lagos states
- Work with PATHS2 state teams to improve the capacity of government institutions and private sector stakeholders to institutionalize QI approaches
- Review and improve existing facility service charters and use same to train providers to effectively use them
- Document lessons learned and step by step approaches taken in strengthening quality of care in Lagos and Enugu
- Any other relevant tasks related to QI that may arise during the period of consultancy
Expected Timeline: April to October 2015. Duration of service: 120 days
