Expression of Interest (EOI) for Provision of Insurance Cover on Group Life and Group Personal Accident Cover for the Graduate Internship Scheme (Sure-P) Interns
(1) Introduction:
The Federal Ministry of Finance through the Graduate Internship Scheme (GIS) of Subsidy Reinvestment and Empowerment Programme (SURE-P) intends to apply a portion of the funds appropriated in the Year 2015 Budget to procure Insurance Cover for GIS Interns Group Assurance Policy and Group Personal Accident Cover. In compliance with the Public Procurement Act 2007, the GIS therefore wish to engage the services of an underwriter and Brokers with specific expertise, proven track record and experience in the Intern Group Assurance Policy.
(2) Eligibility/Requirement
Prospective applicants are expected to submit their technical and financial bid for provision insurance cover (2015) for the Graduate Internship Scheme (Sure-P) Interns by showing capability to undertake the assignment, provision of the following information, interested Insurance Brokers are therefore expected to provide the followings:
(i) Detailed company profile.
(ii) Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Articles of Association.
(iii) Evidence of Tax Clearance Certificate and Tax remittances for the past three years (2012, 2013, 2014) corresponding with declared Annual Turnovers by inclusion of photocopy.
(iv) Evidence of compliance with the Pensions Reform Act 2004, by inclusion of compliance letter from National Pension Commission.
(v) Evidence of compliance with Industrial Training Fund (ITF) Act of 2011 by inclusion of compliance letter from Industrial Training Fund.
(vi) Evidence of VAT registration/Remittance Certificate.
(vii) Evidence of compliance with Nigerian Social Insurance Trust Fund (NSITF) by inclusion of compliance letter from Nigerian Social Insurance Trust Fund
(viii) Audited Statement of Account of the Company for the past three years showing annual turnover duly endorsed by a firm of Chartered Accountants i.e. 2010, 2011, 2012.
Failure to submit all documents stated above will lead to disqualification of the Bid.
(3) Technical proposal for insurance firms should include:
(i) Evidence of Operating Licence (for the Insurance mentioned above) from National Insurance Commission (NAICOM).
(ii) Evidence of NAICOM’s Approval for the company’s account for year 2013.
(iii) Evidence of valid Reinsurance Treaty/Cover.
(iv) Evidence of experience in at least five (5) jobs of similar nature executed within the past five years with verifiable letter of award.
(4) Technical proposal for insurance brokers should include:
(i) Evidence of Operating Licence from National Insurance Commission (NAICOM) and membership of Nigerian Corporation of Insurance Brokers.
(ii) Evidence of NAICOM’s Approval for the Company’s account for year 2013.
(iii) Professional Indemnity (Evidence of valid current cover).
(iv) Evidence of experience in at least five (5) jobs of similar nature executed within the past five years with verifiable letter of award.
(5) Financial Proposal for Insurance and Insurance Brokerage Firms Should Include:
(i) Premium payable for shall be in Naira as applicable.
(ii) Period of Insurance/Cover is One (1) year of 365 days.
Notation:
All bidders in addition to the requirements stated above shall
(a) Possess the necessary:
(i) Professional and technical qualifications to carry out this contract
(ii) Financial capability
(b) Not be in Receivership, the subject of any form of insolvency or bankruptcy.
(c) Provide a sworn affidavit that none of the Directors has been convicted in any Court of Law for any criminal offence.
(d) Arrange the documents in the order listed in the requirements above and clearly separated by dividers.
(6) Payment of Tender Fee and Collection of Bidding Documents
Interested Insurance Brokers should collect Standard Bid Documents as from Monday, 23rd February, 2015, from the Office of the Assistant Director, Procurement, Room 420, 4th Floor, Federal Ministry of Finance, Ahmadu Bello Way, Central Business Area, Abuja, after the payment of a non refundable fee of N20,000.00 (Twenty Thousand Naira) only in Bank Draft issued in favour Community Services, Women and Youth Empowerment Project, SURE-P.
(7) Submission of Technical and Financial Bids:
The application, with ail the required supporting documents (Original and Duplicate) neatly packaged in sealed envelopes and Two (2) CD-ROM, at the left hand corner of the envelopes clearly indicating the name of the company, mailing address and GSM number shall be submitted not later than Monday, 30th March, 2015 by 12 Noon to the Office of:

Note that the Financial Sid documents should be enclosed in a separate envelop from the Technical Bid documents. Failure to comply with this will lead to disqualification of the Bid.
Opening of Bids
The Technical bids shall be opened on Monday, 30th March, 2015 immediately after the closing of submission of bid. At the auditorium, ground floor, federal ministry of finance, headquarter. Abuja.
Bidders or their representatives, Relevant Professional Bodies and Non-Governmental Organisations (NGOs) are invited to witness the Public Opening exercise accordingly.
Opening of Financial Bids of Tenders adjudged technically competent shall be done at a later date that will be communicated to successful (Pre-qualified) insurance Brokers.

Important Information:
(i) Late submission of bidding documents will not be entertained.
(ii) All CAC, VAT, PENCOM, ITF and Tax Clearance Certificates submitted may be referred to Security Agencies, Corporate Affairs Commission (CAC), Federal Inland Revenue Services (FIRS), Industrial Training Fund (ITF), National Pension Commission and other relevant bodies for verification.
(iii) This notice shall not be construed to be a commitment on the part of Federal Ministry of Finance and Graduate internship Scheme to award any form of contract to any respondent nor shall it entitle any Insurance Brokers submitting documents to claim any indemnity from the Graduate Internship Scheme
(iv) The Graduate internship Scheme is not bound to accept the lowest tender and Bidders shall be responsible for all costs in preparation and submission of Bids.
