Engagement of Public Procurement Consultant
Request for Expression of Interest (REOI)
The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the cost of implementing the Public sector Governance Reform and Development Project (PSGR&DP) and intends to apply part or the proceed for consultancy service for the engagement of a qualified Procurement Firm. Adamawa State Public Sector Governance Reform & Development Project now invites eligible consulting firms to indicate their interest in providing the services. Interested firms must provide information indicating that, they are qualified to perform the services (brochures, description of similar assignments, experience and evidence of similar assignment carried out in the past with relevant references, and availability of appropriate staff etc.
Objective of the Assignment:
The overall objective of the project is to improve transparency, accountability and quality in public procurement and human resources management with a view to strengthen governance in Adamawa State.
Scope of Services
The Consultant task shall include but not limited to following;
- Development of state standard bidding documents, standard request for proposal, manual and other procurement documents to strengthen the public procurement and disposal regulating function in accordance with the law and international best practice.
- To provide initial training on standard bidding documents, standard request for proposal and manuals develop to enhance smooth procurement operation.
- Build the capacity of the Bureau and MDAs to utilize the procurement tools
Qualification Requirement:
a. Team Leader:- first degree in procurement, supply Chain/Logistic Management, Engineering, Law Economics, Business Administration or related field from reputable University and a relevant post graduate qualification (MBA/MSC or equivalent). He or She should be professionally qualified, with training experience, 10 years of cognate experience in similar assignment.
b. Key support staff: – first degree in procurement, supply chain/logistic management, engineering, Law, Economics, Business Administration or related field from reputable university. He or She should be professionally qualified with training experience, 7 years cognate experience in public sector procurement, and must be ICT compliant
Selection of Consultant
The prospective Procurement Consultant should submit Expression of Interest detailing the following information as basis for pre-qualification:
- Profile of firm including ownership structure with full contact details;
- Specific experience in procurement with government and or private sector;
- Evidence of preparation of procurement documents (standard bidding documents, standard request for proposal standard evaluation reports/documents, manuals etc
- Evidence of capacity building/training in public procurement with government and or private sector;
- Public procurement experience with multilateral/ bilateral and development agencies
- Experience working in Nigeria and/or sub-Saharan Africa;
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrower, Revised January 2011. A firm will be selected under Consultants Qualifications (CO) method in accordance with the procedures set out in the guidelines: Selection and Employment of Consultant under IBRD loans and IDA credits by World Bank Borrower, January 2011.
