Assignment Title: Public Works Consultancy (Billing Consultant for
Refuse Collection and Disposal Activities in Six Pilot Cities)

The Federal Government of Nigeria has received financing from the International Development Association (IDA) and grants from the European Union (EU) towards the cost of the STATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT. Delta State is participating in the project and intends to apply part of the proceeds for consulting services. The State Employment and Expenditure for Results (SEEFOR) project is a multi-sector operation involving Activity Executing Agencies (AEAs) concerned with Public Works in Delta State. The Waste Management Board, which is the AEA for this sub-component is saddled with the responsibility of regulating all efforts towards effective management of waste (including dump sites) under an existing Delta State Government law which also gives room for participation of the private sector.
The objective of the Consultancy Services under this sub-component of the SEEFOR project is to create a clean Delta State through the provision of a structured and transparent refuse collection and disposal billing system with unique house codes in customers’ bill and printing of customers invoices through specialized software using data generated from a recently concluded enumeration exercise across the pilot cities where refuse collection and disposal activities will be carried out.
The DELTA STATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:
a) The consultant(s) must have expertise and advanced degree earned in relevant fields including but not limited to Environmental Sciences, Computer Science or Social Sciences.
b) Minimum experience should be Eight (8) years with minimum specific experience of Four (4) years in similar assignment (s).
c) The consultant(s) must have experience in design and generating of billing system in a State with functional Waste Management System.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers. January 2011 (Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the COS (Consultants’ Qualification Selection) method set out in the Consultant Guidelines.
