Prequalification to Tender for Works for Proposed Mixed-Use Commercial Development
Introduction
The Client is desirous of carrying out the construction of a mixed-use commercial development, to be located in the central business district of Abuja, and issues this invitation for the purposes of prequalifying reputable construction companies with relevant experience and capacity to tender for the Works indicated below.
The Project
The Project shall comprise the construction of approximately 40,000m’ seventeen-storey structure, with a twin-level basement, to be located at Central Area District, Abuja. Upon completion, the Project shall provide retail, banqueting and exhibition spaces on the lower levels, with open plan offices and residential accommodation on the upper levels. In addition to serving as tenant and visitor car parking, the twin-level basement shall provide electrical and mechanical plant/equipment rooms.
The Project shall be constructed of a reinforced concrete frame with lightweight hollow clay pot floors on a pile or subsurface raft foundation, with a glass, metal and masonry envelope. Construction work will also comprise provision of internal partitioning, surface finishes, doors & windows, fittings & fixtures, electromechanical services, and external works/site infrastructure. It is expected that invitations to tender will be made in or around the second quarter of 2014.
Minimum Prequalification Requirements:
A minimum requirement for qualification is:
- To have average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last three years of N3, 000, 000. 000.00
- To have demonstrable access to, or have available, liquid assets, unencumbered real assets, lines of credit, and other financial means of at least N750.000.000.00, net of commitments for other contracts: and
- To have successfully carried out at least three projects of a nature and complexity comparable to the proposed contract within the last five years. Companies which do not meet the above minimum qualification requirements need not respond to this invitation. The Client however reserves the right to waive minor deviations if, in their opinion, they do not materially affect the capability of an Applicant to perform the contract.
- Interested construction companies may wish to enter into joint venture partnerships with national or international companies in order to satisfy the above minimum qualification criteria.
Contents of Prequalification Application:
Interested construction companies, or joint ventures, are required to submit the following prequalification information/documents for evaluation:
- Company Data:
- Company Name
- Business address (not P.O. Box)
- Name and phone number (must be capable of receiving text messages) of primary contact person
- Email address (if available)
- Certified true copy of Certificate of Incorporation;
- Certified true copy of Corporate Income Tax Certificate for 2013;
- Certified true copies of Audited Accounts for 2010, 2011 & 2012;
- Banker’s reference and evidence of adequacy of working capital for the Project (access to line(s) of credit and availability of other financial resources);
- Details of experience in works of a similar nature executed over the last three (3) years, and work under way (including contract values, award letters/contract agreements completion certificates, addresses/locations and names/phone numbers of clients who may be contacted for further information);
- Names, qualifications and experience of key management and technical personnel proposed for the Project, including copies of relevant certificates and contact details;
- Verifiable evidence of availability of major plant and equipment required for the works;
- Evidence of compliance with the provisions of the Pension Reform Act 2004;
- Executed joint venture agreement (in the case of applications by a joint venture).
Submission of Prequalification Applications:
Applicants are required to prepare two (2) hard copies of their prequalification application, with the required information/documentation arranged in the order in which they appear above, with place dividers to separate each section.
The completed prequalification application must then be seated in a plain brown envelope, and marked “Prequalification for Commercial Development at Central Area, Abuja”, and delivered by hand or registered mail to Triad Associates, Plot 805, Off Ebitu Ukiwe Street, Jabi District, Abuja (08035920391, triadassociates@yahoo.com) not later than 12:00noon of Wednesday March 12th, 2014.
