SUBJECT: Proving Technical Assistance to Improve Functionality and Quality of the Health Service Provision for Fixed and Outreach Services in Kebbi and Adamawa States.
Subject: Providing Technical Assistance to Improve Functionality and Quality of the Health Service Provision for Fixed and Outreach Services in Kebbi and Adamawa States.
Background:
Federal Ministry of Health, National Planning Commission, European Union and UNICEF launched the new EU-MNCH project which seeks to contribute to addressing the sub-optimal status of health for women and children in Adamawa and Kebbi States characterized by high maternal and childhood deaths. The goal of the project is to assist the Government of Kebbi and Adamawa in line with their State Strategic Health Development Plans (SSHDP) to reduce maternal, newborn and child deaths by significantly improving the health and nutrition status of women and children under 5 years by ensuring an equitable and strengthened primary health care delivery system.
This institution is to work with the Maternal Newborn Child Health (MNCH) cluster at the national level to support the NPHCDA, FMOH and the State ministries of health, state primary health care development agencies and other partners in supporting the implementation of evidence-based interventions that will result in the scale-up of and improved access to maternal and newborn health services with a particular focus on systems strengthening, local capacity building, focused mentoring in local facilities and communities in selected northern States. The institution will work with the national level stakeholders to support the SMOH, SPHCDA and other partners in the implementation of various strategies and interventions that will strengthen capacity in the provision of sustainable and scaled-up integrated MNCH service delivery with equity and community participation.
Scope of Work:
a) Provide technical Support to undertake Desk Review of UNH4 Baseline data 2012; 2012 Joint Annual Review Report (JAR) reports; MICS 3 and Primary Health Care (PHC) Reviews Reports and other recent health sector reports to I determine/ validate the new EU-MNCH project baselines for Adamawa and Kebbi states.
b) Provide technical assistance to collate and adapt Job Aids on Emergency Obstetric and New-born Care (EmoNC) and Helping Babies Breathe (HBB) for state level training.
c) Provide technical Assistance for implementation of Basic Emergency Obstetric Care (BEmONC) and HBB for the two states (develop micro plans; facilitate TOTs, supportive Supervision for the training).
d) Provide technical assistance to collate and adapt Integrated Community Case Management (iCCM) training manual, job aids and tools and Community Based New-born Care (CBNC) job Aids for state and LGA implementation.
e) Provide technical assistance for implementation of iCCM and CBNC in 2 states (develop micro plans; facilitate TOTs, Supportive Supervision for the training),
f) Support Integrated Supportive Supervision linked to PHC reviews (Bottleneck Analysis) targeting focus PHC facilities and their catchment population
Mandatory Requirements for Prequalification
1. Institution with current presence and work experience in Nigeria.
2. The institution must have proven specialized expertise in Maternal New-born Child Health programming at both facility and community levels in Nigeria.
3. The Institution must demonstrate dear understanding of the system of Governance and programming in Nigeria.
4. Supplier Profile Form (SPF) supported with the following documents must be submitted along with the proposals per the RFP (ref para below).
a. Minimum of 5 years of existence: submit legal Registration Certificate,
b. Minimum of 3 years of experience in provision of similar services and implementation of similar contracts: submit List and details of completed/ ongoing contracts in Nigeria, including certificates of satisfactory completion of similar projects
c. Good Financial Capacity: submit audited financial statement
d. Personnel: office organogram and CVs of senior and technical level positions.
